Silicon Beach Bubble?

It's great to finally see a progressive tech move in Los Angeles. I must admit I am incedibly anxious to be a part of it as well as see what will unfold in the next few years, but I have to be honest, the amount of startups, hiring, and talk seems to remind me all too much of your typical bubble scenarios.

I've been a part of too many companies that believe in the run as fast you can and only look back later when it comes to technology philosophy. Sadly all companies that have done this have also had a not so pleasent fate of: Layoffs, Overbudgetted projects, and smart engineers not being used efficiently.

So I'm left here wondering. Is this Silicon Beach, Startup Tech Scene, going to be the next job bubble in LA? Is the media also adding fuel to to fire? Are people who are starting up their company privy to budgetting properly for it? Do they realize what's the difference between absolutely necessary and a desire? Are the founders familiar with the technologies they are backing as well as extensive knowledge of the product they are helping churn out? 

Or is this your typical throw money at something to someone who has a glimpse of what he wants to do, but doesn't have all the skillsets to truly get it done? I severly hope it's not this case. Unfortunately with as much "talk" as I've heard I can't help, but admit my caution flags are raised.
