🎯 Our Mission

At Pulley, we are on a mission to help construction teams break ground faster. The United States is short between 4-7 million homes while housing production and affordability remain near historic lows. Meanwhile, retail and office real estate are still adapting to the post-pandemic world and the AI boom has led to significant investments in data center infrastructure.

Permitting requirements vary vastly by jurisdiction, making it challenging to navigate for home builders, retailers, architects and contractors. It creates a critical bottleneck that every project must traverse. While the industry remains largely fragmented and underserved, we believe that combining cutting-edge software with permitting expertise can condense permitting timelines from months to days or even hours!

🏗️ About Us

We are a passionate team building software for the built environment around us. Founded by Charlie Jacobson and Andreas Rotenberg in 2021, our team combines deep experience in real estate and construction with a track record of shipping software loved by millions of customers.

We’re backed by CRV, Susa Ventures, BoxGroup, Fifth Wall, Operator, South Park Commons, Suffolk Construction and leaders from Plaid, Segment, Procore, ServiceTitan, Built, BuildZoom, and eero.

🏠 What We’re Building

We’re building the world’s first software platform for construction permitting — for any project, in any city. Our north star is speed; everything we do is in the service of helping our customers get their permits as fast as possible.

We serve some of the top developers, builders, retailers and architects in the industry to permit new apartment buildings, office space, homes, stores and much more!

📋 Key Responsibilities
  • Market Mapping: Partner closely with recruiters and hiring managers to deeply understand Pulley’s engineering talent needs — while also supporting critical product and design searches — and map target markets and companies accordingly.

  • Prospecting & List Building: Proactively and creatively build diverse, high-quality pipelines for Frontend, Backend, Full-Stack, AI/ML, and other high-impact engineering roles, with selective focus on key product and design hires.

  • Sourcing Outreach: Craft and deliver personalized, thoughtful outreach campaigns across multiple channels (email, InMail, communities, events) to engage top passive engineering, product, and design talent.

  • Pipeline Management: Own the top-of-funnel pipeline — track, update, and manage prospects efficiently to ensure steady candidate flow across engineering (primary), product, and design roles.

  • Preliminary Screening: Conduct first-touch screens to assess technical or functional background, motivations, and alignment with Pulley’s mission and stage — teeing up high-quality handoffs to recruiters and hiring managers.

👋 Who You Are
  • You have proven success sourcing and attracting top-tier engineering talent, and you’re comfortable flexing into product and design searches when needed.

  • You’re resourceful and relentless, with a toolkit of creative sourcing tactics to find talent others miss.

  • You balance speed with quality, delivering consistent pipeline volume without sacrificing candidate experience or bar.

  • You communicate clearly and persuasively in writing — your outreach gets replies.

  • You’re organized, self-directed, and comfortable using sourcing tools, ATS, and other recruiting tech to manage your funnel end to end.

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
