The Technical Program Manager will manage complex technical initiatives, ensuring cross-functional alignment, risk management, and successful delivery of engineering roadmap items in a cloud environment.

The Technical Program Manager will drive the planning and execution of complex technical initiatives with the Engineering department, ensuring alignment across engineering teams, product, and other stakeholders. The ideal candidate will have extensive experience managing technical projects from conception to launch, with a deep understanding of cloud infrastructure, software development lifecycles, and cross-functional dependencies.
This role will be responsible for defining program scope, managing timelines, identifying risks, and facilitating communication to ensure the successful delivery of Engineering roadmap items that provide critical infrastructure and security for Bluesight’s products. You’ll work closely with Engineering leadership, Product Managers, and other teams to ensure technical programs are delivered efficiently and effectively.
Representative Duties and Responsibilities:
- Define and manage program plans, including scope, timelines, resource allocation, and risk mitigation.
- Coordinate and drive the execution of cross-functional engineering initiatives, ensuring alignment and managing interdependencies across engineering teams.
- Collaborate with product management and other departments to align on these cross-functional engineering initiatives.
- Ensure shared services teams are effectively planning, coordinating, delivering, and executing against their roadmaps, while supporting partner teams through a shared services model.
- Oversee data engineering initiatives, including data pipeline development, governance, quality, and scalability, and ensure the team’s expertise is leveraged across the organization.
- Identify and remove roadblocks, anticipating technical and operational challenges to keep programs on track.
- Establish and track metrics to measure program success and identify areas for improvement.
- Champion best practices in program management, including agile methodologies, documentation, and stakeholder communication.
- Partner with engineering leaders and product managers to define technical requirements and ensure scalable, secure, and robust solutions.
- Conduct regular program reviews, providing clear and concise updates to stakeholders and leadership.
Required Skills and Qualifications:
- Proven track record of delivering complex technical programs in cloud environments (AWS preferred).
- 8+ years of technical program management experience with strong knowledge of cloud infrastructure, IaC, CI/CD pipelines, observability, and security/compliance.
- Solid understanding of data engineering concepts (e.g., data pipelines, governance, quality, scalability) and experience driving successful delivery in this domain.
- Familiar with team topologies and experienced in shaping effective collaboration models across shared services, data engineering, and R&D teams.
- Skilled in managing programs across the full software development lifecycle, from architectural planning through deployment and adoption.
- Experienced in agile methodologies (Scrum, Kanban) and program management tools (e.g., Jira, Asana), with the ability to define and track technical KPIs.
- Excellent communicator who can align cross-functional and distributed teams, influence without authority, and clearly explain technical concepts.
- Strong organizational and analytical skills, with a bias for action, documentation, and working through ambiguity.

Desired qualifications:
- Experience in healthcare or other regulated industries, with a focus on building compliant and secure solutions
- Security and compliance control experience, especially within SOC2, HIPAA, or HITRUST
- AWS, Hashicorp, or other industry certifications
