This position is within CACI’s Business Development Proposal Operations Group, which supports the company’s largest, most strategic bids across the enterprise. As such, this is an exciting role for those that want to make an immediate impact and be recognized for their contributions to company growth. This role is to support proposal bids as a Volume Lead & Proposal Writer, working directly with Capture Team, Solution Architects, and Technical and Management SMEs to develop work products to meet solicitation requirements. The candidate will be responsible for providing proposal writing support to all Lines of Business. The Proposal Writer should have experience with Government bids including GSA AAS opportunities and alternative OTA/CSO proposals.

More About the Role

CACI seeks a Senior Volume Lead & Proposal Writer with the knowledge and experience needed to develop and write winning proposals including understanding requirements, proposal planning, solution design, and creation of written and oral proposal content.

This position will be responsible for all aspects of proposal development for assigned volumes or sections, from draft RFP to Final Proposal Revision (FPR). Experience should include Technical, Program Management, Transition, Staffing/Resumes, Small Business Participation, Corporate Experience, and Past Performance.

Responsibilities:

  • Implement CACI tools, models, and methods in accordance with documented processes and techniques
  • Analyze RFP requirements and develop compliant artifacts for volumes and/or sections
  • Support development and articulation of proposal strategy, themes, strengths, discriminators, messages, and solutions
  • Collaborate with the capture and proposal managers, solution architects, program personnel and/or other members of the pursuit team to ensure proposed solutions are clearly documented and well-communicated
  • Conceptualize graphics to communicate diverse management and technical information in a concise manner
  • Ensure proposal compliance and complete integration of the proposal architecture
  • Research, organize, write, edit, and produce sections for major proposals, white papers and requests for information.
  • Apply journalistic skills to subject matter by interviewing management/technical experts and researching sources to gather information needed to support writing activities.
  • Develop oral presentation slide content and corresponding scripts while working with orals teams to refine presentations
  • Assess proposal content (compliance and quality as represented in proposal structure, narrative response, and graphics); provide direction to proposal writers and solution architects
  • Author and/or edit proposal content including text and graphics taking inputs from key contributors to construct a compliant and compelling response
  • Collaborate with proposal team members to achieve consistency across all proposal volumes and sections
  • Assess and integrate feedback from review teams to improve the quality of the proposal product

Required Qualifications:

  • Bachelor of Arts or Bachelor of Sciences Degree in Journalism, Business, Engineering, Information Technology, or related field
  • 8+ years of related Federal proposal writing experience including technical and complex nontechnical volumes (e.g., management transition, staffing, and small business)  in a government contracting environment for multi-teammate, solutions-based proposals ranging from $75M to $2B
  • Proven ability to manage several tasks on multiple proposals simultaneously, while meeting deadlines
  • Understanding of US Government acquisition processes and industry proposal response processes and practices (i.e., FAR, DFAR)
  • Excellent writing and communication skills
  • Proficiency with advanced generative AI including sound human-in-the-loop editorial judgement
  • Ability to work collaboratively across a multidisciplined team to resolve problems and achieve results under extreme time pressures and in visible and impactful circumstances
  • Expert experience with the Microsoft Office suite (e.g. Word, PowerPoint, Excel and Project)   
  • Candidate must have the ability to travel to support proposal efforts, primarily in the Washington Metro Area (WMA), as needed.

Desired Qualifications:

  • Must have or be able to obtain and maintain a US Government Secret or above security clearance.
  • Knowledge of systems/software development, IT service management, cybersecurity, operations and maintenance, logistics, training, business process services, and sustainment is helpful.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$90,300-$189,600
