A Brief Overview
The SVP, Corporate Controller, is the top executive at Stanford Health Care responsible for the system-wide and subsidiary financial reporting cycle, month-end closing, regulatory financial compliance, tax matters, and other financial functions. The Corporate Controller, a key member of the Stanford Health Care leadership team and reporting to the Executive Vice President and Chief Financial Officer, collaborates and works closely with all members of the Stanford Health Care Executive and Senior Leadership Teams. The Corporate Controller is one of the primary executives responsible for reporting to the Board of Directors, Audit, Compliance and Enterprise Risk Committee and Finance & Investment Committee. Additionally, the Corporate Controller is the primary point of contact and lead executive representing management interfacing with Stanford Health Care's external auditing firms.

What you will do

  • Direct the development of accounting and financial policies and procedures: Oversee the establishment, development and monitoring of all accounting and financial policies for SHC. Manage the development of policies and procedures to ensure proper accounting and internal controls within the organization. Manage the financial risks by monitoring and development of appropriate controls and management tools. Oversee the development of cash handling policies to ensure effective internal controls over cash, credit cards and banking transactions. Support financing activities, including tax-exempt bond issuance, debt compliance, monitoring and reporting. Review and approve quarterly and annual bond compliance reports to all stakeholders as required. Make effective recommendations for business, investment and debt financing decisions. Manage the establishment of capital assets policies and procedures and monitor compliance. Support the CFO in the management of financial and operating performance of SHC to improve bond rating.

  • Management of all financial processes and systems related to Lawson GL, A/P, Payroll, Capital Projects, Fixed Assets, Restricted funds and Gifts: Directs and provides guidance on daily systems operational issues. Establishes goals and objectives, plans and implements appropriate activities to accomplish objectives. Oversees the planning and implementation of all upgrades and maintenance of the financial systems. Includes timeline planning, co-ordination of resources, testing and go live planning. Prepares business plans and requests for proposals for new systems needs related to financial systems. Evaluates business processes to determine areas that can be automated. Develop plans to manage and oversee all accounting operations to meet the same standards.

  • Oversee Accounting Operations and Financial Reporting: Oversee the accounting operations that include general accounting, financial reporting, external reporting, funds accounting, and accounts payable. Oversee all inter-entity financial and accounting matters and issues between SHC, Stanford University, SoM, LPCH and subsidiaries including, PET/CT, SUMIT, and SEROC. Oversee all investment accounting issues and fund accounting issues related to gifts and restricted funds. Oversee and monitor the reserves related to A/R, Cost Reports, self-insurance reserves, professional liability reserves, and legal reserves. Oversee pension plan liability and reporting to ensure compliance with Financial Accounting Standards Bulletins (FASB). Oversee the monthly, quarterly and annual financial closes for SHC and its subsidiaries. Review and approve the issuance of monthly financial package to senior management including CEO, CFO and COO. Provide expertise and consultation on complex accounting, audit and tax issues. Review and approve the issuance of consolidated financial statements of SHC and its subsidiaries. Ensure that management reports in Lawson are provided to all cost center managers in a timely manner on a monthly basis.

  • Oversee and implement an effective training program to all Lawson GL users: Ensure that an effective training program is provided for all Lawson users of financial systems. Ensure that Lawson application security for accounts payable, GL, asset management, fund accounting and payroll systems are functioning effectively. Oversee internal and accounting controls related to Lawson systems. Oversee the design and development of Lawson accounting reports including budget variance reports. Continues to improve core operations in inventory management, supply chain processing, including accounts payable, improve billing for specialty services, streamline the reporting cycle and month end close.

  • Oversee asset tracking, depreciation tracking, final project completion, and capitalization. Coordinate with CIO and other VPs to ensure expenditures and commitments are recorded properly in compliance with financial reporting standards. Provide training to management and other VPs on asset capitalization policies and capital expenditure policies. Work with other VPs to safeguard company assets and ensure proper accounting controls over asset management.

  • Oversee the management of the relationship and interactions with external auditors including financial statement audits, pension audits, and other regulatory audits including tax audits and cost report audits: Work with external audit firm to ensure that financial statement audits are completed on time as scheduled for SHC and its subsidiaries in order to meet the Stanford University deadlines. Ensure that pension plan audits are completed on time to meet Department of Labor filing deadline. Ensure that the department has devoted resources to meet the cost report audit requests/requirements and other regulatory audit requests/requirements timely.

  • Oversee the Payroll Operations, Payroll Tax Reporting and Pension Reporting for SHC: Oversee the payroll operations, payroll tax reporting and filings for SHC. Manage the establishment and implementation of all payroll policies and procedures. Oversee the pension plan accounting to ensure accurate reporting of eligible pension earnings and accrued pension benefits. Design internal controls and system controls to ensure eligible pension earnings are calculated and reported accurately . Oversee the payroll process to ensure that all employees are paid timely and accurately. Manage the pension plan audit to ensure timely issuance of pension plan audit reports. Review and approve the issuance of the Staff Pension Plan Financial Statements in accordance with the regulatory requirements and accounting requirements. Work with external auditors on all complex pension accounting issues.

  • Oversee the revenue and reimbursements function of the hospital and clinics: Manage the revenue and reimbursement function to ensure that the hospital and clinics revenues are reported accurately and timely. Oversee the financial reporting related to revenue, contractual allowances and bad debts. Oversee the revenue accounting and analysis of expected and actual revenue and contractual allowances for all payors including managed care, Medicare, Medi-Cal, commercial, and self pay payors. Oversee the regulatory filings and reporting of Medicare and Medi-Cal Cost Reports, OSHPD reports, and other required federal and state filings. Work with other finance executives including VP of Managed Care and VP of Patient Financial Services to identify/optimize revenue enhancement and reimbursements for the organization. Oversee the development of policies and procedures governing the reporting of Graduate Medical Education and Intern Medical Education FTE counts to ensure accurate cost reporting. Ensure proper and accurate GME reporting for over 700 interns and residents at the Stanford Hospital. Oversee the financial impact analysis as a result of changes in regulations related to reimbursements. Oversee the handling of external audits by Medicare, Medi-Cal and other government agencies. Provide support to the revenue budgeting process for both the hospital and clinics.

  • Provide assistance and support to Financial Planning when necessary to the budgeting process, capital plan and financial modeling: Provide accounting expertise and consultation to other departments in the operating budgeting process, capital plan and financial modeling. Provide consultation on the operating expense budget for pension plan and retiree medical plan expenses in accordance with the Financial Accounting Standards. Provide the operating budget for other operating revenues, non-operating income, and gifts. Provide consultation/guidance on cash flow forecast and financial modeling and implementation of financial policies. Oversee and monitor the operating budget for the departments reporting to the Vice President and Controller which include Accounting, Revenue and Reimbursement, Payroll, and Accounts Payable.

  • Tax Reporting and Filings to regulatory agencies: Oversee all Federal, State and Local Tax reporting and filings to regulatory agencies including IRS, State Board of Equalization, and other Federal and State agencies including OSHPD and CME. Ensure all annual and quarterly tax returns and filings are done timely and correctly for Federal and State returns including Exempt Organization Returns, Unrelated Business Income, Payroll Tax returns, Sales and Use Tax Returns, and Property Tax Returns for all of the facilities for SHC. Provide tax consultation and expertise on tax matters to other departments and all of the subsidiaries of SHC. Work with Legal and external auditors on complex tax matters and tax reporting issues. Provide consultation on tax issues related to executive compensation, reimbursements, imputed income issues and deferred executive compensation. Oversee the conduct of all tax audits related to sales and use tax, property tax, payroll tax and other audits and manage the relationship with external auditors. Review and approve all tax returns including Federal and State Returns prior to filings with the regulatory agencies.

Education Qualifications

  • Bachelor's degree in accounting or finance or related field

Experience Qualifications

  • Experience in accounting and financial reporting has typically acquired over 20 years of progressively responsible leadership positions within an integrated not-for-profit healthcare system or consultative organization required with annual revenues in excess of $8 billion.

  • Seasoned professional with experience in all aspects of healthcare accounting, financial reporting, and financial management, including board, finance committee, and senior staff leadership.

  • Demonstrated history of identifying the problems root causes and considering a range of options before deciding on a course of action.

  • Demonstrated experience in building teams and talent, as well as effectively managing and communicating change.

Required Knowledge, Skills and Abilities

  • Thorough knowledge and understanding of U.S. GAAP and financial reporting, particularly related to not-for-profit healthcare, required.

  • Knowledge of accounting, healthcare reimbursement, financial forecasting, operations analysis, managed care contracting, capitation management, general finance, and all other aspects of healthcare financial management.

  • Thorough knowledge regarding major industry trends and issues.

  • The ability to translate current knowledge of healthcare trends, industry’s best practices, regulatory laws, and standards into actionable plans

  • Strategic thinking, with the ability to effectively create and facilitate collaboration and cooperation among diverse groups and professional disciplines that achieve maximum results.

  • Advanced leadership skills and business acumen.

  • Excellent problem identification, analysis (quantitative and statistical), evaluation and resolution skills with the ability to translate relevant research, primary and secondary data, and statistical information into lay terms and clear, concise, presentations.

  • Creative problem identification, conceptualization, and contingency thinking skills.

  • Excellent analytical skills with strong interpersonal, negotiation and persuasion skills.

  • Effective and engaging oral/written communication and presentation skills at the Board-level, with the ability to translate complex business concepts into lay terms and to articulately describe opportunities.

  • Strong competency in financial management, including quantitative and modeling skills, with the ability to plan, organize and manage resources prudently and effectively.

  • Advanced computer skills, including Microsoft Office Suite, and financial and statistical analysis tools.

Licenses and Certifications

  • CPA - Certified Public Accountant preferred .

Base Pay Scale: Generally starting at $147.00 - $194.92 per hour

The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training. This pay scale is not a promise of a particular wage.
