We’re looking for a Sr. Technical Delivery Manager, Quality (TDMQ) to drive the execution of our internal quality tooling and enablement roadmap. This role is responsible for overseeing the development, implementation and continuous improvement of the quality enablement program. This role blends technical program management, internal customer advocacy, and data-driven operational oversight. 

The TDMQ will own roadmap execution, coordinate delivery across teams, and provide visibility into adoption, impact, and adherence to quality standards. This includes working directly with engineers to support tool implementation, driving process adoption to improve data quality and reporting, and driving alignment of quality governance across product portfolios.

What You’ll Do

Program & Execution Management

  • Drive the feature-level roadmap for internal quality tools, dashboards, and services
  • Maintain roadmaps for quality tooling rollout, adoption goals, and enablement model adoption
  • Support quarterly planning cycles and manage sprint-level tracking of initiatives tied to quality enablement
  • Tracks and manages cross-functional progress toward achieving quality goals, implementing integrations, and meeting tool adoption milestones.
  • Surfaces risks and maintains visibility into the health of product quality at RDC

Technical Enablement & Tooling Integration

  • Collaborate with engineers on implementation and configuration of internal tools such as Xray, SonarCloud, GitHub workflows, Jira and DX Dashboards, and CI/CD test reporting
  • Support internal customers by gathering feedback and surfacing tool enhancements or workflow friction
  • Assist with feature rollout coordination, documentation, and light configuration/testing to validate quality tool/service setup
  • Act as a technical liaison between enablement engineers and product teams to ensure successful adoption of quality tools and services

Data Aggregation, Monitoring & Accountability

  • Analyze quality data, identify trends and develop work with Quality Enablement leadership to develop strategies to improve Quality KPI’s and overall quality performance.
  • Collect and aggregate quality data from systems like Jira, SonarQube, GitHub, Xray, CI/CD pipelines, and other internal platforms
  • Oversee the execution of quality strategy, ensuring that products delivered meet quality standards before and after release.
  • Partner with the DevOps and Platform teams to maintain real-time dashboards and ensure accurate reporting on KPIs and SLAs
  • Enable real-time monitoring and alerting based on breaches of Definition of Done and Governance Framework standards such as  test coverage, defect leakage, or deployment stability thresholds
  • Take and store point-in-time snapshots of portfolio quality health to support trend analysis and historical comparisons

Reporting, Communication & Alignment

  • Regularly report Definition of Done and Governance Framework adherence, surfacing gaps and providing visibility to leadership
  • Deliver weekly, monthly, quarterly, and annual reports on quality KPIs, tool adoption, and team alignment with enablement goals
  • Provide trend analysis and quality performance insights, highlighting systemic issues, opportunities for improvement, and areas of success
  • Drive accountability by making quality posture visible across squads, portfolios, and leadership forums

Who You Are

You’re a structured thinker and strong executor who understands the technical workflows behind quality engineering and DevOps. You’re as comfortable digging into coverage metrics and test pipelines as you are facilitating cross-functional planning or delivering stakeholder updates. 

You’re someone who:

  • Understands the complexity of scaling quality across teams, tools, and cultures
  • Collaborates with engineers and users to make tooling usable, scalable, and impactful
  • Advocates for internal users by advancing quality maturity through integrated systems and actionable visibility.
  • Can manage programs and get into technical detail with engineers when needed
  • Connects cross-functional efforts to break down silos and prevent delivery delays.

What you'll bring:

  • 8+ years in quality program management and delivery
  • Bachelor’s degree or equivalent experience
  • Strong understanding of quality management principles, methodologies and tools, including statistical process control, root cause analysis and process improvement techniques.
  • Familiarity with AI-enhanced test platforms 
  • Familiarity with DORA/Core 4 metrics 
  • Familiarity with quality engineering practices, CI/CD pipelines, test automation, and internal tooling ecosystems
  • Hands-on experience with tools like Jira, SonarQube, GitHub, Xray, DataDog, NewRelic, and dashboard/reporting platforms (Tableau, Jira Analytics, Backstage)
  • Experience coordinating across multiple teams and workstreams in Agile or hybrid delivery environments
  • Strong ability to collect, validate, and interpret technical and operational data
  • Excellent communication and stakeholder engagement skills

Bonus points:

  • Experience managing internal developer or quality-focused tooling initiatives
  • Familiarity with test data management strategies
  • Exposure to observability practices and performance engineering standards
  • Basic scripting/querying skills (e.g., SQL, Python, YAML) a plus
