Position Title: Sr. Manager of Subcontracts

Location: Remote


Position Summary:

Agile Defense is seeking a strategic and hands-on Subcontracts Manager to lead our subcontracting function and drive compliance, operational excellence, and scalable processes across our portfolio of federal contracts.

This role will oversee the full lifecycle of subcontract management while ensuring alignment with FAR/DFARS requirements, CPSR compliance, and corporate objectives. The ideal candidate brings deep experience in federal subcontracting, including familiarity with small business subcontracting requirements and reporting, and has a proven ability to lead teams in a fast-paced, growth-oriented environment.

This leader will partner closely with Contracts, Finance, Program Management, and Business Development to enable compliant, efficient procurement practices that support mission delivery and company growth.


Key Responsibilities:

Subcontracts Leadership & Operations

· Lead and manage the subcontracting function across all business units (DoD and federal civilian programs).

· Maintain a limited portfolio of subcontracts for administration, primarily to support complex, high-risk, or strategically important efforts and to remain closely connected to day-to-day operations

· Oversee the full subcontract lifecycle: intake, solicitation, negotiation, award, administration, and closeout.

· Ensure timely, compliant execution of subcontract actions in alignment with internal SLAs and business priorities.

· Establish scalable processes, templates, and tools to support growth and efficiency.

Compliance & CPSR Readiness

· Collaborate with the Director of Procurement Compliance to ensure all subcontract files are audit-ready and compliant with FAR, DFARS, and company policies.

· Maintain and continuously improve procurement policies, SOPs, and internal controls.

· Partner with Legal and Contracts on risk mitigation, flowdowns, and terms negotiation.

Small Business Subcontracting

· Lead development, execution, and monitoring of Small Business Subcontracting Plans.

· Develop and deliver regular subcontracting performance metrics and insights to senior leadership, including progress against goals, trends, risks, and recommended actions.

· Oversee ISR/SSR reporting in SAM.gov and ensure accuracy and timeliness.

· Track and report subcontracting performance against goals (e.g., SDB, WOSB, SDVOSB, HUBZone).

· Collaborate with BD and Capture to ensure small business participation strategies are embedded in proposals.

Stakeholder Engagement

· Serve as a strategic partner to Program Managers, Capture Teams, and Leadership.

· Provide guidance on subcontracting strategy, workshare, and compliance requirements.

· Support proposal efforts, including teaming strategies and subcontractor selection.

Team Leadership & Development

· Lead, mentor, and develop a small, high-performing subcontracting team (SCAs, specialists).

· Establish clear roles, responsibilities, and performance expectations.

· Drive accountability, collaboration, and continuous improvement across the team.


Qualifications

Required:

· Must be a U.S. citizen

· Bachelor’s degree in Business Administration, Supply Chain, Contract Management, or related field

· Minimum of 7-10 years of experience in federal subcontracting or procurement, with 5+ years in a leadership role

· Strong knowledge of FAR, DFARS, and subcontracting compliance requirements

· Experience supporting or leading CPSR audits and audit readiness efforts

· Strong working knowledge of small business subcontracting plans and ISR/SSR reporting

· Demonstrated experience leading subcontract negotiations and managing risk

· High level of personal accountability and follow-through.

· Ability to create structure, timelines, and internal accountability mechanisms

Preferred:

· Experience in a mid-size or high-growth government contractor environment

· Familiarity with Costpoint, Smartsheet, SharePoint, Cognos, or similar systems

· Professional certifications such as CPCM, CFCM, or equivalent

· Experience working in the defense or national security sector with an understanding of its unique compliance and operational challenges.

· Experience participating in or leading Mentor-Protégé programs.

· Ability to support OCONUS programs and compliance considerations.

· Data visualization and dashboard creation skills.


WORKING CONDITIONS

Environmental Conditions

Headquarters business office with 0%-10% travel possible. Possible off-hours work to support emergent requirements. General office environment. Work is generally sedentary in nature but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.

Strength Demands

Sedentary – 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
