Job Summary:

PayPal is seeking a senior compliance professional to serve as a subject matter expert in Credit Risk and Fair Lending oversight. This role operates within the Second Line of Defense (SLOD) and provides independent risk assessment and advisory support across consumer credit products and decisioning frameworks.
The Sr. Manager will partner cross-functionally with Product, Credit Risk, Legal, and Operations to ensure responsible, compliant, and customer-centric lending practices. This position requires deep regulatory knowledge, strong analytical capability, and the ability to influence outcomes in a fast-moving, technology-enabled financial services environment.

Job Description:

Essential Responsibilities:

  • Lead complex projects and problem resolution efforts related to risk management.
  • Collaborate with teams to identify and analyze risks that may impact operations and assets.
  • Develop and implement strategies for risk mitigation and compliance.
  • Assess current business trends to inform risk management practices and improvements.
  • Drive global process improvements through effective project management and stakeholder engagement.

Minimum Qualifications:

  • 8+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.

Additional Responsibilities & Preferred Qualifications:

•            Provide subject matter expertise in fair lending and credit risk compliance across the credit lifecycle (marketing, underwriting, pricing, servicing, and automated decisioning).

•            Conduct risk-based compliance assessments and deliver independent review and credible challenge of credit policies, strategies, models, and segmentation approaches.

•            Evaluate new products, model changes, and business initiatives for regulatory, consumer protection, and fair lending risk.

•            Support and enhance monitoring and testing activities, including review of statistical analyses, performance trends, and exception reporting.

•            Translate regulatory requirements (e.g., ECOA/Reg B, FHA, UDAAP, FCRA, HMDA) into clear, actionable guidance for stakeholders.

•            Support regulatory examinations, internal audits, and remediation efforts.

•            Prepare concise, executive-ready reporting on risk themes, control effectiveness, and mitigation strategies.

•            Contribute to strengthening governance frameworks and global compliance processes.

•            Provide second-line oversight of AI- and model-driven credit decisioning, ensuring appropriate controls for fairness, bias mitigation, explainability, and performance monitoring.

•            Partner with Data Science and Model Risk to assess disparate treatment and disparate impact risk and support responsible AI standards in consumer lending.

Preferred Qualifications

•            Experience supporting Buy Now, Pay Later (BNPL) products and oversight programs

•            Experience operating in a global, technology-enabled financial services organization.

•            CRCM or comparable compliance certification.

•            Experience with statistical Fair Lending testing methodologies (e.g., regression analysis, matched-pair concepts, portfolio segmentation monitoring).

•            Experience overseeing AI/ML models in financial services, including familiarity with model governance and risk management principles.

•            Direct experience with digital lending, embedded finance, BNPL, revolving credit, or installment products.

•            Advanced degree in Law, Business, Finance, Risk Management, Data Analytics, or related field.

The base pay for this role will depend on where you work and the relevant experience and expertise you bring. The expected range of pay for this role by location is:

Primary Location | Pay Range:

Chicago, Illinois | ($130,500.00 - $193,600.00 Annually)

Additional Location(s) | Pay Range:

Scottsdale, Arizona | ($123,500.00 - $183,700.00 Annually) Omaha, Nebraska | ($123,500.00 - $183,700.00 Annually)

Additional compensation for this role may include an annual performance bonus, equity, or other incentive compensation, as applicable.
