What You'll Do
Develop implementation project charters for approval by executive management, sponsors, committees, or other decision-making authorities
Monitor project plans to ensure alignment with goals and objectives, and manage start-up activities such as needs assessments, infrastructure setup, and project team coordination, including the development of RFPs
Make operational decisions within the project scope, as determined by the decision-making authority
Recommend changes in project scope, identify and mitigate risk areas, and elevate critical issues
Identify policy, procedures, and organizational issues, and propose options for determination by decision-making authorities
Deliver presentations and status reports to executive levels
Communicate project goals, objectives, impacts, logistics, issues, and status to decision-making authorities, project team members, and other stakeholders
Oversee the project budget to ensure cost-effectiveness and timely completion
Identify, procure, and manage project resources
Recommend staffing levels, supervise and direct team members, define team roles and responsibilities, and provide leadership that fosters realistic expectations, goals, schedules, and work assignments
Resolve obstacles to achieving project goals and delegate tasks effectively
Manage project vendors and consultants to ensure goals are met and oversee quality assurance on deliverables
Recommend departmental support needs and provide post-production support to sustain system and operations
Implement new functionality and business process changes to support statutory changes and requests by process owners. Support change management efforts and oversee the development of training for customers and end-users when needed
Negotiate contracts and services with vendors; coordinate and oversee contracts for services and products
What You'll Need
Required:
A minimum of 8 years managing large, complex projects, preferably in IT or a related field
Any combination of education, training, and experience that provides the required knowledge and abilities
Experience in but not limited to the Juvenile space, Care agencies, keeping families together, mission-driven, community-supportive philosophy
Typically, significant coursework in project management, management information systems, business administration, public administration, or a closely related field
Expertise in developing and managing project plans and charters
Strong ability to supervise and direct team members, define team roles and responsibilities, and foster a productive work environment
Excellent skills in delivering presentations and status reports to executive levels and other stakeholders
Proficiency in negotiating contracts and services with vendors
A Bachelor's degree in one of the specified areas and experience in a government setting is desirable
Depending upon the project scope, experience related to the special project may be desirable
Possession of a valid driver's license at the appropriate level, including special endorsements as required by the State of California, may be required depending on assignment to perform essential job functions
Physical Demands
Ability to safely and successfully perform the essential job functions consistent with the ADA and other federal, state, and local standards
Sedentary work that involves sitting or remaining stationary most of the time with occasional need to move around the office to attend meetings, etc.
Ability to conduct repetitive tasks on a computer, utilizing a mouse, keyboard, and monitor
