Here, impact in your role matters more than title and trust is built on results. We believe in transparency and value constructive, honest debate—we’re focused on getting to the best ideas, faster. We build high-performing teams that can make an impact quickly and with high quality. To do this, we are building a culture of execution centered on customer obsession, collaboration, ownership and accountability.

We value high-impact, high-accountability with a sense of urgency where you’re enabled to do your best work and embrace your potential. If you’re driven by purpose, thrive on solving complex challenges and want to make a positive difference on a global scale, we invite you to bring your talents to Zscaler and help shape the future of cybersecurity.

Role

We are looking for an experienced Senior Technical Program Manager R&D Strategy & Operations to join our R&D Analytics & Insights team. This is a hybrid role based in San Jose, CA or Bellevue, WA, reporting to the Sr. Manager, Engineering Strategy, Planning & Analytics. You will join the team that built the world’s largest cloud security platform and continues to scale through innovation and over 100 patents. In this role, you will enable organizations worldwide to harness speed and agility with a cloud-first strategy by optimizing our multitenant architecture and global footprint.

What you’ll do (Role Expectations)

  • Drive cross-functional programs that improve software development processes at scale while acting as the conduit between engineering teams and Engineering Operations to align priorities

  • Engage diverse stakeholders to surface pain points and translate them into actionable plans and operating mechanisms that enhance delivery, quality, velocity, and security

  • Collaborate with teams to collect SDLC/DevOps data and design metrics to detect bottlenecks and track outcomes against goals

  • Own program execution including roadmaps, milestones, risk management, and change management with strong attention to detail

  • Partner on engineering-level business operations such as tooling budgets for CI/CD and infra while supporting ROI analyses and measurement frameworks

Who You Are (Success Profile)

  • You thrive in ambiguity. You're comfortable building the path as you walk it. You thrive in a dynamic environment, seeing ambiguity not as a hindrance, but as the raw material to build something meaningful.

  • You act like an owner. Your passion for the mission fuels your bias for action. You operate with integrity because you genuinely care about the outcome. True ownership involves leveraging dynamic range: the ability to navigate seamlessly between high-level strategy and hands-on execution.

  • You are a problem-solver. You love running towards the challenges because you are laser-focused on finding the solution, knowing that solving the hard problems delivers the biggest impact.

  • You are a high-trust collaborator. You are ambitious for the team, not just yourself. You embrace our challenge culture by giving and receiving ongoing feedback—knowing that candor delivered with clarity and respect is the truest form of teamwork and the fastest way to earn trust.

  • You are a learner. You have a true growth mindset and are obsessed with your own development, actively seeking feedback to become a better partner and a stronger teammate. You love what you do and you do it with purpose.

What We’re Looking for (Minimum Qualifications)

  • Deep familiarity with SDLC/DevOps at scale including tools like GitHub, GitLab, CI/CD, testing, and Jira

  • Strong skills in program management fundamentals including roadmap development, execution tracking, and dependency management

  • At least 2 years of experience in modern SaaS operations, TPM, Engineering Productivity, or a similar environment

  • Data proficiency with SQL, Excel, or similar tools to define metrics and communicate insights effectively

  • Bachelor’s degree or equivalent experience

What Will Make You Stand Out (Preferred Qualifications)

  • Experience instrumenting SDLC systems for metrics using DORA or SPACE frameworks

  • Proven track record in budget planning for engineering tools and ROI modeling

  • History of running org-wide process changes such as testing strategy or release cadence with measurable outcomes

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
