Position Overview
Element is looking for an experienced, permanent/full-time Solutions Architect/Technical Lead who will design and lead the technical implementation of an oversight and monitoring solution designed to detect misleading or abusive marketing. Serving as the primary architect for a comprehensive fraud detection system that analyzes marketplace enrollment records and ad-library signals to identify potentially fraudulent agent brokers. As a member of this project, you will help ensure the delivery of healthcare to millions of Americans by monitoring and preventing fraud, waste, and abuse.
Key Responsibilities
- Lead technical team planning and track system integration tasks across all solution components.
- Design and implement the Hybrid Detection Engine combining rule-based and ML-based anomaly detection.
- Ensure adherence to AWS best practices and CMS compliance standards throughout development.
- Coordinate between technical team members and CMS stakeholders.
- Architect the end-to-end data flow from ingestion through detection to case management.
- Oversee integration of disparate data sources Lead technical design reviews and architecture decisions.
- Ensure scalability, security, and maintainability of the overall solution.
Minimal Requirements
- Bachelor's degree in Computer Science, Engineering, or related technical field.
- 8+ years of experience in solution architecture and technical leadership.
- Extensive experience with AWS cloud services and architecture patterns.
- Previous experience working with healthcare or marketing data (strongly preferred).
- Experience with fraud detection and anomaly detection systems.
- Strong understanding of data lake architectures and ETL pipelines.
- Experience with microservices architecture and API design.
- Knowledge of security frameworks and compliance requirements in government settings.
Preferred Qualifications
- Master's degree in relevant technical field.
- AWS Solution Architect certification.
- Experience with healthcare marketplace platforms.
- Knowledge of FISMA, NIST, and other federal security frameworks.
