The Senior Project Manager leads the implementation and provincial delivery of key work streams within the B.C. Digital Referrals & Orders (DRO) program. DRO is an integrated, province-wide initiative led by PHSA in partnership with the B.C. Ministry of Health, Doctors of BC, and regional Health Authorities.

The initiative modernizes clinical workflows by replacing paper- and fax-based processes with secure, electronic ordering, referrals, and special authority tracking across the health ecosystem. The Senior Project Manager drives complex cross-functional teams, oversees governance and delivery milestones, and collaborates with external vendors and health authority partners.



Requirements
  • Delivery & Governance: Develop, maintain, and track comprehensive project plans (schedules, scope, dependencies, and resources) adhering to PHSA PMO standards.

  • Reporting & Risk Management: Prepare program status dashboards, track financials (budgeted, planned, spent), manage risks and issues, and present updates to the Project Director and Program Steering Committees.

  • Clinical & Operational Alignment: Partner closely with Clinical Leads to identify change management needs, workflow impacts, and organizational readiness requirements.

  • Scope & Performance Control: Enforce project scope change controls, monitor delivery team task execution, and coordinate acceptance sign-offs from sponsors and leadership.

  • Integration & Operations Handover: Manage cross-stream technical and workflow dependencies, oversee testing, and guide deliverables through formal Production Turnover (PTO) into operations.

  • Meeting & Stakeholder Facilitation: Chair project team meetings, facilitate multi-stakeholder workshops, document decision points, and align external vendors and partner health authorities.

Required Qualifications & Experience

  • Education: Bachelor’s degree in Business Administration, Health Informatics, Computer Science, or a related discipline (or equivalent combination of education and experience).

  • Experience: Minimum of 5 years of recent, direct project management experience leading complex multi-stakeholder IT/health transformation initiatives.

  • Methodologies: Demonstrated hands-on experience managing concurrent projects using both Agile and Waterfall frameworks.

  • Health Tech Ecosystem: Strong working knowledge of health IT integrations, including:

    • Electronic Medical Records (EMRs) and Clinical Information Systems (CISs)

    • Health Information Exchanges (HIEs)

    • Clinical Decision Support (CDS)

    • Provincial data assets and registries (e.g., EMPI, PLR)

  • Communication: Exceptional verbal and written communication skills with proven ability to translate complex technical concepts for clinical and executive audiences.

  • Technical Tools: Advanced proficiency with standard PM toolsets (e.g., Jira, Azure DevOps, MS Project) and MS Office Suite.

Preferred Assets

  • Direct project experience within the British Columbia Health Sector (PHSA, VCH, FHA, VIHA, IHA, NHA, or Ministry of Health).

  • Active PMP, PRINCE2, or equivalent project management certification.

  • Experience in large-scale provincial clinical digital transformations or population/public health systems.
