Role Summary
BAE Systems is seeking a high-level Senior Program Manager to provide strategic leadership and full accountability for large-scale facility modernization and expansion projects within CMS. This is a high-autonomy role requiring a leader who can operate independently to translate internal investment strategies into executable construction programs. The successful candidate will be responsible for the entire project lifecycle from initial requirement definition and estimation to final delivery utilizing Earned Value Management (EVM) to ensure rigorous performance tracking.

Full-Time Salary Range: $122400 - $208080
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.

Role Summary

The successful candidate will be responsible for the entire project lifecycle from initial requirement definition and estimation to final delivery utilizing Earned Value Management (EVM) to ensure rigorous performance tracking.
Key Responsibilities
- Autonomous Program Ownership: Exercise full authority over the planning and execution of complex Capital Investment projects (50M-300M), operating with minimal oversight to ensure timely, budgeted, and quality delivery.
- Requirement Definition & Estimation: Lead the translation of business needs into detailed technical requirements. Develop and validate high-accuracy cost estimates and resource plans for internal investment approval.
- Construction Format Expertise: Determine and manage the most effective construction delivery methods (e.g., Design-Build, Design-Bid-Build, CM-at-Risk) based on project constraints and organizational goals.
- Performance Measurement (EVM): Establish and maintain rigorous performance baselines. Use Earned Value Management (EVM) to measure schedule and cost variance, providing predictive analysis to executive leadership.
- Financial & P&L Stewardship: Manage the full financial lifecycle of internal investments, ensuring strict budget adherence and optimal allocation of capital.
- Executive Communication: Serve as the primary point of contact for executive leadership and government customers, delivering transparent, data-driven reports on program health and risk.
- Vendor & Risk Governance: Oversee prime contractors and suppliers, ensuring adherence to stringent quality standards and proactively mitigating risks before they impact the critical path.

Required Education, Experience, & Skills
Necessary Qualifications
- Education: Bachelor's degree in Engineering, Construction Management, or Business from an accredited institution.
- Experience: Minimum 10 years of progressive project/program management experience in Defense, Heavy Industrial Construction, or Oil/Gas/Chemical sectors.
- EVM Proficiency: Demonstrated expertise in applying Earned Value Management (EVM) principles to measure and report project performance.
- Estimation Skills: Proven track record of developing complex cost estimates and defining technical requirements for large-scale industrial builds.
- Communication: Exceptional ability to influence and communicate with upper management and government stakeholders.
- Technical Writing: Expert proficiency in developing Statements of Work (SOW), proposals, and internal investment justifications.
Preferred Education, Experience, & Skills
Preferred Qualifications
- Advanced Degree: Master's Degree in Engineering, MBA, or related field.
- Certifications: PMP certification.
- Tooling: Advanced mastery of Integrated Master Schedules (IMS) using Primavera P6 or MS Project.
- Strategic Leadership: Experience managing an internal capital portfolio rather than a single project.
