Bellese is a mission-driven Digital Services Company committed to pioneering innovative technology solutions in civic healthcare. Our dedication lies in making a meaningful impact on public health outcomes.

Driven by service design, we strive to know the “Why” to understand the healthcare journey for patients, caregivers, providers, payers, and policymakers. Our goal is to design and build solutions that reduce confusion, provide clarity, support decision making, and streamline the process so that we and our partners can focus on providing better health outcomes by improving patient care and reducing costs and burden.

Role Overview

Bellese is seeking a Senior Product Manager to lead product strategy and delivery within a complex, data-intensive environment supporting federal healthcare programs. This role owns end-to-end product outcomes across analytics, data pipelines, and reporting systems.

You will operate as a senior, autonomous leader. You will drive clarity in an environment with legacy processes and high delivery pressure. You will partner closely with delivery teams and stakeholders to modernize workflows, reduce inefficiencies, and improve data quality and reliability.

This role requires strong product judgment and technical fluency in data systems. You must lead through ambiguity, identify systemic issues, and drive measurable improvements across teams and processes.

HQR

Our team is charged with maintaining and improving the software at the Centers for Medicare and Medicaid Services (CMS) that supports the Hospital Quality Reporting program. Thousands of hospitals across the country depend on these systems to submit quality measure data that reflects the care beneficiaries receive in their facility.  Our teams will continuously strive to modernize these systems, while improving them in ways that reduce provider burden and minimize costs to CMS.  We do this through HCD and Service design practices, product thinking, and skilled engineering.  At Bellese, we’re relentlessly focused on enabling and empowering providers to focus on improving the quality and safety of patient care.

Data Product Ownership

  • Translate complex data workflows into clear product requirements and deliverables

  • Partner with engineering to shape data models, ETL pipelines, and distributed processing systems

Technical and Systems Fluency

  • Work closely with data engineers on PySpark, Databricks, and distributed systems design

  • Understand tradeoffs in data modeling, pipeline design, and performance optimization

  • Contribute to decisions on architecture, tooling, and platform evolution

  • Ensure alignment with cloud infrastructure, security, and governance requirements

Execution and Delivery

  • Lead backlog prioritization across competing data and reporting needs

  • Balance short-term delivery with long-term system health

  • Drive coordination across engineering, analytics, and reporting teams

  • Ensure delivery meets timelines, quality expectations, and regulatory requirements

Team and Process Transformation

  • Identify gaps in current team structure, workflows, and ownership models

  • Drive integration of analytics work into core product teams to reduce silos and handoffs

Stakeholder Leadership

  • Build trust across complex stakeholder groups including technical and non-technical partners

  • Translate data concepts into clear business and program impact

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
