JOB TITLE: Group Public Affairs – Senior Policy Manager  

SALARY: £78,098 - £109,060

LOCATION(S): London, Bristol, Birmingham, Leeds, Halifax and Edinburgh 

HOURS: Full time – 35 hours per week  

WORKING PATTERN: Hybrid, 40% (or two days) in one of our office sites

We’re looking for two outstanding policy professionals to join our Group Corporate Affairs function as Senior Policy Managers - widely recognised as one of the most effective and respected corporate affairs teams in the FTSE 100. This is a rare opportunity to help shape and deliver the future of public policy at Lloyds Banking Group, as we work more closely with national, regional and local governments across the UK to help Britain prosper. 

 
These are senior-level roles, ideal for people with deep experience in policy work. This experience can come from central, regional or local government, or a leading policy institution. Candidates should bring entrepreneurial spirit and emotional intelligence to navigate complex environments. They must combine evidence and innovative thinking to build real impact. 

 
As part of this role, you’ll need to hold frequent in person visits to collaborators in Westminster. 

 

WHAT YOU’LL BE DOING  

In this role you should expect to: 

  • Lead strategic policy projects that support the Group’s purpose and commercial priorities, including areas with the direct interest of the bank’s CEO. You’ll have the accountability and autonomy to set direction in your work, develop new ideas, and innovate. 

  • Lead on, own and develop detailed, thoughtful and well-evidenced policy positions in collaboration with senior colleagues across the Group, ensuring alignment with our broader public affairs strategy. 

  • Lead the development and delivery of cross-Group influencing, advocacy and engagement strategies with senior collaborators across government, political parties, think tanks, trade bodies and civil society to build relationships and influence policy development. 

  • Produce high-quality briefings and policy papers for senior leaders, including the Group Executive Committee and Board, to support effective political engagement – including on cross-cutting and cross-Group issues. 

  • Monitor and analyse political developments across Westminster, devolved administrations, and regional and local government, identifying opportunities and risks for the Group. 

  • Support the organisation and coordination of events with political collaborators, showcasing the Group’s work and thought leadership. 

 

WHAT YOU’LL BRING  

We encourage applications from candidates with diverse experiences, however, in order to be successful in this position we would need to see clear evidence of the below: 

  • Extensive experience (at least seven or more years) in public policy leadership, ideally gained in central, regional, or local government, or a policy-focused role in a major institution (e.g. regulators, trade bodies, think tanks) or consultancy. You should be driven by curiosity, and able to apply your experience to a wide range of strategic policy problems, developing evidence-based responses that are aligned with Lloyds’ commercial strategy. 

  • A strong understanding of UK political institutions, policy-making processes and the socio-economic challenges facing the country with an appetite to help develop solutions, in particular in areas where financial services and private finance can play a greater role. 

  • Proven ability to influence decision-makers and shape outcomes. You should have exceptional communication skills, with the ability to write clearly and persuasively, and present confidently to senior audiences. 

  • A collaborative approach and entrepreneurial spirit, with the ability to work across teams and build consensus in complex environments. 

  • Emotional intelligence and political judgement, enabling you to navigate sensitive issues and build trusted relationships. 

  • A passion for making a difference - both for Lloyds and for the communities we serve.
