Great Hill is seeking a Senior Payroll Specialist to support USAID in Washington, D.C. The objective of this work is to manage payroll for employees under various hiring mechanisms at USAID. The payroll workstream involves using automated payroll and personnel systems to administer functions such as time and attendance, leave, retirement, allotments, pay differentials, and the preparation of payroll reports. The Senior Payroll Specialist is responsible for providing technical guidance to employees on these processes.


Roles and Responsibilities include, but are not limited to:

  • Serves as the payroll subject matter expert, providing direction and guidance to employees on a broad range of payroll-related activities. Plans, manages, and coordinates complex payroll disbursements, including:
    • Prior Service Costing for optional and refund service — calculates prior service based on findings from the Office of Human Capital and Talent Management (HCTM) and prepares employee notifications of those findings.
    • Retirement Code Changes — recalculates deductions when an employee’s retirement code changes.
    • Retirement and Survivor Benefits Applications — certifies that the payroll office portion of applications is accurate and complete.
  • The senior specialist also authorizes the disbursement of funds for the above activities, in accordance with documentation duly certified by an agency officer.
  • Analyzes, calculates, and resolves complex issues related to incentive programs and separation benefits. Maintains and reconciles reports and records related to individual retirement accounts for employees covered under CSRS, FERS, and FSRDS; processes prior service deposit accounts; and ensures accurate posting of individual retirement and related records for retirement accounting purposes.
  • Responds to additional payroll needs as identified.

Basic Qualifications:

  • Education: Bachelor’s degree.

  • High level of accuracy and attention to detail.
  • Strong communication and problem-solving skills, with proficiency in Microsoft Office applications.
  • Ability to interpret and resolve complex payroll issues.
  • Ability to work independently and meet strict deadlines, while maintaining employee confidentiality.
