Job Description

The Senior Payroll & Benefits Administrator serves as the organization’s subject matter expert and internal authority on payroll operations, benefits administration, and HRIS governance. This role is responsible for overseeing company-wide payroll and benefits processes, ensuring regulatory compliance, safeguarding data integrity, and advising leadership on payroll- and benefits-related risk and operational impacts.

The position exercises independent judgment in interpreting federal, state, and local regulations; resolving complex payroll and benefits matters; developing internal controls; and implementing process improvements that impact the organization as a whole. This role operates with limited supervision and is relied upon as a key resource to HR leadership and executive management.

Key Responsibilities

Payroll Oversight & Compliance Governance

  • Direct and oversee full-cycle payroll operations for all Team Members utilizing Paycom.
  • Evaluate, validate, and reconcile time and attendance data integrations between Epicor and Paycom to ensure system alignment and payroll accuracy.
  • Interpret and apply federal, state, and local payroll tax laws and regulations, advising leadership on compliance obligations and risk exposure.
  • Review payroll outputs, audit payroll registers, and authorize final submission and funding.
  • Oversee payroll accounting reporting and ensure alignment with finance and audit requirements.
  • Establish and maintain payroll policies, procedures, internal controls, and audit documentation.
  • Manage multi-jurisdictional tax registrations and correspondence with regulatory agencies, exercising discretion in resolving complex compliance matters.
  • Oversee administration of wage garnishments and ensure legal compliance.
  • Direct post-payroll processes including 401(k) funding coordination, benefit premium reconciliation, financial reporting, and issue resolution.
  • Serve as the primary organizational liaison to the HRIS provider (Paycom), evaluating system performance, recommending enhancements, and advising leadership on system optimization opportunities.
  • Coordinate payroll timelines and strategic payroll initiatives with HR leadership and operational management.

Benefits Administration & Regulatory Oversight

  • Oversee administration of Team Member benefits programs including medical, dental, vision, life, disability, and retirement plans.
  • Interpret and apply applicable benefits regulations including ERISA, COBRA, ACA, and related compliance requirements.
  • Evaluate payroll deductions and carrier invoices to ensure financial accuracy and regulatory compliance.
  • Direct benefits enrollment processes, plan changes, and terminations within HRIS and carrier systems.
  • Lead configuration, testing, and validation of open enrollment processes within Paycom.
  • Review and authorize payment of benefit-related invoices and ensure timely remittance.
  • Serve as a primary escalation point for complex benefits inquiries, exercising independent judgment in issue resolution.
  • Partner with HR leadership, brokers, carriers, and external vendors to support benefits administration, renewal processes, and ongoing plan oversight.

Data Analysis, Reporting & Strategic Insight

  • Analyze payroll, benefits, and workforce data across HRIS and ERP systems to ensure data integrity and operational accuracy.
  • Develop and deliver recurring and ad hoc reports to leadership supporting audits, financial reporting, and workforce planning.
  • Evaluate trends in payroll, benefits utilization, headcount, and turnover; identify risks or inconsistencies; and recommend corrective actions.
  • Maintain cross-system data integrity between Epicor, Paycom, and related platforms.

Process Improvement & Operational Optimization

  • Independently assess payroll and benefits workflows to identify inefficiencies, compliance risks, or scalability challenges.
  • Design and implement system enhancements, automation strategies, and configuration improvements within Paycom and related systems.
  • Develop and document standard operating procedures (SOPs), governance frameworks, and internal controls.
  • Recommend and implement operational changes that improve efficiency, mitigate compliance risk, and enhance Team Member experience.

HR Advisory & Cross-Functional Support

  • Serve as a consultative resource to HR Partners, Finance, and organizational leadership on payroll, benefits, and HRIS matters.
  • Provide guidance on regulatory interpretation, policy application, and risk mitigation.
  • Support compliance initiatives, internal and external audits, and cross-functional HR projects.
  • Contribute to broader HR and administrative initiatives at the direction of the Director or Vice President of Human Resources.

Decision-Making Authority

This role exercises independent judgment and discretion in interpreting payroll and benefits regulations, resolving complex compliance issues, determining appropriate corrective action, and recommending operational changes impacting company-wide payroll and benefits administration. The position operates with minimal day-to-day supervision and is relied upon as the internal authority on payroll and benefits compliance matters.

Qualifications

Education & Experience

  • Bachelor’s degree in Human Resources, Accounting, Business Administration, or related field preferred (or equivalent professional experience).
  • 3+ years of progressive payroll and/or benefits administration experience.
  • Experience overseeing multi-state and/or multi-country payroll operations preferred.

Technical Expertise

  • Advanced working knowledge of Paycom or comparable HRIS/payroll systems.
  • Experience with ERP systems such as Epicor preferred.
  • Advanced proficiency in Microsoft Excel (pivot tables, formulas, data analysis).
  • Demonstrated ability to analyze complex datasets and perform detailed reconciliations.
