StubHub is seeking a Senior Manager for Policy Communications, who will drive communications strategy and execution for the West Coast region, with a focus on California. This role will serve as the lead communications strategist for state-level policy campaigns in California and neighboring states, working closely with the Head of Policy Communications and the Government Relations team to advance StubHub's policy objectives across the region and shape policies that impact the live entertainment industry.
As Senior Manager for Policy Communications, you will manage high-stakes policy communications in one of the nation's most important and dynamic regulatory environments. California represents a critical battleground for live entertainment policy, with active legislative and regulatory initiatives that often set precedents for national policy debates. This role requires strong political judgment, aggressive campaign instincts, and the ability to translate complex policy issues into persuasive messages that win over the press, policymakers, and the public.
Location: Hybrid (3 days in office/2 days remote) – Century City, CA
What You'll Do:
- Policy Communications
- Lead all communications for state legislative and regulatory initiatives, including bill tracking, message development, and campaign execution, in California and other key west coast markets.
- Serve as primary communications partner for government relations team on California & west coast policy priorities.
- Develop and execute strategic communications plans that influence legislative outcomes and shape policy debates across the Western US.
- Build relationships with reporters, editorial boards, and opinion leaders.
- Campaign Execution
- Run political-style communications campaigns designed to influence policymakers and move public opinion.
- Develop rapid response strategies to counter opposition messaging and capitalize on political opportunities.
- Manage earned media programs, including drafting opinion pieces, letters to the editor, and press materials.
- Advise on paid media and sponsored content activations.
- Stakeholder Engagement
- Work with government relations team to maintain relationships with consumer advocacy groups, community organizations, and coalition partners.
- Coordinate grassroots advocacy and coalition communications efforts. Support spokesperson preparation for legislative hearings, media interviews, and stakeholder meetings.
- Develop materials for policymakers including fact sheets, briefing documents, and talking points.
- Research & Analysis
- Monitor local and regional policy landscape and competitive positioning, providing strategic communications counsel based on political developments.
- Conduct opposition research on competitors' and adversarial advocacy organizations’ policy positions and messaging.
- Track media coverage and public sentiment on policy issues affecting the live entertainment industry.
What You've Done:
- 7-9 years of experience in policy communications, government relations, public affairs, government communications, or political campaigns.
- Deep knowledge of California state government, including legislative and regulatory processes, key policymakers, and political dynamics in the statehouse.
- Proven experience executing successful communications campaigns that influenced legislative, regulatory, and/or policy outcomes.
- Strong relationships with California-based reporters covering politics, business, or consumer issues; ability to quickly establish relationships with key reporters in surrounding markets.
- Excellent written communication skills with ability to craft persuasive messages for diverse audiences including press, policymakers, and advocacy groups.
- Experience managing multiple time-sensitive projects in fast-paced, politically charged environments with competing priorities.
- Demonstrated ability to work independently while collaborating effectively with cross-functional teams.
- Bachelor's degree required.
It would be great if you have:
- Experience working in California state government, on California political campaigns, or for California-based advocacy organizations.
- Knowledge of live entertainment, ticketing, or consumer protection policy issues.
- Experience with coalition building and grassroots advocacy.
- Bilingual Spanish language skills

The anticipated gross base pay range is below for this role. Actual compensation will vary depending on factors such as a candidate’s qualifications, skills, experience, and competencies. Base annual salary is one component of StubHub’s total compensation and competitive benefits package, which includes equity, 401(k), paid time off, paid parental leave, and comprehensive health benefits.
