Job Description

The Senior Manager, Operational Technology (OT), ensures 24/7 uptime and reliability of all critical sorting systems and MIS infrastructure at SingPost Centre and the eCommerce Logistics Hub. The role oversees maintenance, technology upgrades, and vendor management for OT networks, servers, and control systems. As the key technical authority, the manager provides strategic guidance, supports new projects, and ensures IT and OT security compliance. This position leads a team of ten, including five OT maintenance staff and a Front End Support (FES) team. The FES team handles IT infrastructure and automation equipment support across Post Offices.

Responsibilities

Operational Technology & System Uptime

  • Plan and direct all life cycle management activities, including designing and executing comprehensive maintenance programs to ensure system serviceability.

  • Conduct technology refreshes (hardware and software) to mitigate obsolescence and ensure systems comply with modern standards.

  • Manage and support MIS-related incidents to ensure expeditious system recovery, including reviewing vendor resolutions and corrective action plans.

  • Oversee daily health checks and maintenance scopes for all critical sortation control systems.

Technical Authority & Security

  • Function as the key technical authority, providing strategic insight and specialized solutions to support various mail functional groups and new project initiatives.

  • Lead the implementation and maintain strict compliance with critical IT and OT security requirements and protocols.

  • Ensure the cohesion and integration of all interconnected systems within the overall Mail Strategy and IT ecosystem.

Vendor & Team Management

  • Maintain rigorous vendor and contract management, coordinating internal stakeholders for system improvement projects and new initiatives.

  • Manage and develop the team of ten staff: five dedicated to in-house OT system maintenance and the Front End Support Team (FEST), which is composed of a Team Lead and four reporting staff.

  • Establish the necessary competency and training framework to ensure the team possesses relevant IT and OT skill sets.

  • Perform any other duties as assigned by the reporting officer.

Requirements

  • Minimum 8 years of progressive working experience in IT/OT management, with at least 3 years in a technical leadership or supervisory role:

  • Demonstrated experience in Operational Technology (OT) or Industrial Control Systems (ICS) within a logistics, manufacturing, or equivalent 24/7 operational environment.

  • Proven experience managing mission-critical infrastructure, including both Windows and Linux server platforms.

  • Expertise in managing complex network equipment (core/edge switches, routers, firewalls, and VPN policies) in an isolated or segregated OT network environment.

  • Hands-on experience with administering systems running on VMware or other virtualized platforms.

  • Practical experience in utilizing Mobile Device Management (MDM) tools for enterprise fleet deployment.

  • Only Singaporeans may apply.

Candidates with the following will be a plus:

  • Professional certification in relevant IT/OT domains such as Cisco (CCNA/CCNP), VMware Certified Professional (VCP), AWS Certified Associate, or recognized industrial control system/security certification (e.g., CISSP, GICSP).

  • Experience in SCADA/HMI systems or other sortation control software.

  • Knowledge of GS1 standards or other logistics/chain-of-custody tracking protocols.

  • Willingness to commit to ad-hoc standby duties during weekends and public holidays, on an occasional basis, to support 24/7 critical operations.
