Position Summary:
We are seeking a highly skilled and experienced Senior IT Infrastructure Project Manager to lead and deliver managing complex utility-scale ISP/OSP fiber infrastructure projects. The ideal candidate will possess deep expertise in leading cross-functional technical teams to deliver multi-site utility-style fiber projects, including common facilities, network infrastructure, OSP fiber construction (trenching, conduit, vaults, splicing), aerial/underground builds, and fiber backbone expansion. With a strong understanding of both waterfall and agile project management frameworks, the successful candidate will effectively drive project execution while ensuring alignment with organizational objectives.


Key Responsibilities:

  • Lead and manage end-to-end fiber infrastructure projects, ensuring they are delivered on time, within scope, and within budget.
  • Manage projects related to fiber infrastructure, such as OSP fiber construction, including trenching, conduit, vaults, and splicing operations.
  • Review and interpret detailed engineering drawings, including HLDs, LLDs, splice diagrams, redlines, and as-builts.
  • Develop and maintain detailed project plans, including schedules, milestones, budgets, and resource allocation.
  • Implement deployment strategies using an iterative approach to ensure smooth transitions and minimize disruptions.
  • Coordinate cross-functional teams, including technical staff, vendors, and stakeholders, to ensure project success.
  • Serve as the primary point of contact for all project-related communications, updates, and reporting.
  • Monitor and mitigate project risks and issues, escalating as necessary to ensure successful outcomes.
  • Drive adoption of best practices in project management methodologies, balancing waterfall and agile approaches based on project needs.
  • Ensure compliance with organizational policies, standards, and regulatory requirements.
  • Provide mentorship and guidance to junior project managers and team members.
  • Conduct site visits as needed across utility and infrastructure locations to assess project needs, validate field conditions, and ensure alignment between design requirements and actual site constraints. This role requires driving to job sites as part of normal project duties.

Required Qualifications/Skills:

  • Bachelor's degree in Information Technology, Computer Science, Telecommunications, Engineering or a related field.
  • Minimum of 5-7 years of experience managing complex fiber infrastructure projects
  • Demonstrated expertise in utility-grade OSP/ISP fiber construction, including aerial/underground builds and permitting processes.
  • Strong knowledge of both waterfall and agile project management methodologies as applied to infrastructure deployments.
  • Excellent communication and stakeholder management skills.
  • Strong problem-solving and analytical capabilities.
  • Ability to work effectively in a fast-paced, collaborative environment.
  • Excellent communication skills (verbal, written, documentation)
  • Ability to work on multiple projects and assignments concurrently
  • Self-starter who is able to quickly learn new tools and gain familiarity with new processes and technologies with minimal assistance
  • In-depth experience creating spreadsheets, presentation material, and project/process documentation
  • Strong observational and analytical skills, including: ability to collect, organize, analyze and disseminate significant amounts of information, strong attention to detail and accuracy, ability to track and report metrics, and manage risks

Preferred Qualifications: 

  • Prior experience in utility or energy sector projects.
  • Project Management Professional (PMP) certification.
  • Agile certifications (e.g., Certified Scrum Master, SAFe).

Physical Demand & Work Environment:

  • Must have the ability to perform office-related tasks which may include prolonged sitting or standing
  • Must have the ability to move from place to place within an office environment
  • Must be able to use a computer
  • Must have the ability to communicate effectively 
  • Some positions may require occasional repetitive motion or movements of the wrists, hands, and/or fingers

Salary Range

$92,880.00 - $154,800.00 USD (Salary)
  • Please note that the salary information provided herein is base pay only (gross); it does not include other forms of compensation which may or may not apply to this specific position, namely, performance-based bonuses, benefits-related payments, or other general incentives - none of which are guaranteed, may be subject to specific eligibility requirements, and are wholly within the discretion of Astreya to remit.
  • Further, the salary information noted above is a range that consists of a minimum and maximum rate of pay for this specific position. Where an applicant or employee is placed on this range will depend and be contingent on objective, documented work-related considerations like education, experience, certifications, licenses, preferred qualifications, among other factors.
