Circle is a financial technology company at the epicenter of the emerging internet of money, where value can finally travel like other digital data - globally, nearly instantly and less expensively than legacy settlement systems. This ground-breaking new internet layer opens up previously unimaginable possibilities for payments, commerce and markets that can help raise global economic prosperity and enhance inclusion. Our infrastructure - including USDC, a blockchain-based dollar - helps businesses, institutions and developers harness these breakthroughs and capitalize on this major turning point in the evolution of money and technology.
What you'll be part of:
Circle is committed to visibility and stability in everything we do. As we grow as an organization, we're expanding into some of the world's strongest jurisdictions. Speed and efficiency are motivators for our success and our employees live by our company values : High Integrity, Future Forward, Multistakeholder, Mindful, and Driven by Excellence. We have built a flexible and diverse work environment where new ideas are encouraged and everyone is a stakeholder.
What you'll be responsible for:
Circle Impact is a mission-driven team within Circle dedicated to advancing digital financial infrastructure for global financial inclusion and resilience. We partner with multilateral organizations, NGOs, DFIs, and social innovators to help unlock the benefits of stablecoins and blockchain for communities most often left behind by legacy systems.
Reporting to the Chief Strategic Engagement Officer, you will help drive Circle's impact initiatives globally as a senior leader focused on cultivating and managing strategic partnerships with public sector organizations, multilateral institutions, NGOs, DFIs, and social impact actors. This is not a traditional sales role. Success in this position requires deep comfort navigating bureaucratic systems, building trust through patient diplomacy, and aligning diverse stakeholders across complex environments. You're energized by the opportunity to support long-term change and bring persistence and nuance to every engagement.
You will lead efforts to advance Circle Impact and company objectives by expanding USDC distribution with key partners, with a particular focus on raising global economic prosperity. In close collaboration with internal teams-including Product, Compliance, Legal, Marketing, and Policy-you will co-develop scalable partnership models, support pilot programs, and shape global engagement strategies. You will both help structure and negotiate key relationships and focus on sustained, programmatic collaboration with high-impact partners.
You are passionate about the power of technology to make the world a better place. You're a self-starter who can act autonomously while valuing respectful collaboration, thrive in fast-moving environments, and care deeply about using your skills to reduce global inequity in access to financial systems. Ideally, you're already well-versed in the crypto space-or you're deeply curious and eager to learn. You're inspired by Circle's vision of an open and inclusive internet-native financial system, and you're energized by the opportunity to bridge technology and public good at scale.
What you'll work on:
  • Cultivate and manage a portfolio of strategic partnerships with multilateral organizations, DFIs, and NGOs, driving momentum through trust-building, alignment, and long-term collaboration.
  • Design and execute comprehensive go-to-market strategies that align with Circle Impact's global priorities.
  • Engage diplomatically and navigate complex stakeholder environments, especially within multilateral and public-sector ecosystems.
  • Conduct deep market analysis to identify key use cases, partnership opportunities, and desired outcomes in target markets.
  • Work cross-functionally to support the structuring and activation of high-impact partnerships, ensuring alignment across internal stakeholders and external collaborators.
  • Build and sustain strong executive relationships with senior stakeholders at top-tier partner organizations.
  • Foster a high-integrity, partner-focused, metrics-driven culture that supports rapid decision-making and scalable impact.

What you'll bring to Circle:
  • 13+ years of experience in strategic business development, partnerships, or related fields.
  • Proven track record of negotiating and closing complex, high-impact deals with C-level stakeholders.
  • You're energized by ambiguity, thrive in a startup-like environment, and know how to move complex initiatives forward even when the roadmap isn't fully defined.
  • Experience working in or with teams across diverse geographies, with sensitivity to regional dynamics and political context.
  • Deep expertise in pipeline and territory management with a focus on prioritizing for growth impact.
  • Strong collaboration skills with technical teams to co-develop partner solutions.
  • Outstanding communication skills - your English written and verbal communication skills are exceptional and you can articulate complex technical and human-centered ideas to diverse audiences.
  • Passion for building in early-stage environments and shaping scalable business processes.
  • Experience working on financial technology, blockchain, developer platforms, or distributed systems is strongly preferred.
  • Familiarity with go-to-market strategy and product positioning for global technology platforms.
  • Deep interest or background in crypto, blockchain ecosystems, and their potential to transform global financial systems.
  • Demonstrated passion for financial inclusion, humanitarian aid, economic empowerment, or adjacent social impact domains.
  • User-obsessed and data-driven - you balance intuition with experimentation, validation, and iteration.

Preferred experience:
  • Experience working with smart contracts, blockchain protocols, or decentralized applications (dApps).
  • Background in working with multilateral institutions, NGOs, international development, or public-private sector partnerships.
  • Familiarity with compliance, AML/KYC regulations, or financial regulatory environments.
  • Prior experience launching products in emerging markets.

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
