Job DescriptionJob Summary
We are seeking an experienced Senior Cost Manager - Procurement to lead strategic sourcing, procurement planning, cost optimization, and supplier management initiatives. The ideal candidate will have strong expertise in procurement lifecycle management, contract negotiations, category management, budgeting, and cost control across large-scale projects or organizational operations. This role will play a critical part in delivering procurement excellence, achieving cost savings, managing supplier relationships, and ensuring compliance with company policies and industry standards.
Key Responsibilities
Procurement Strategy & Cost Management
- Develop and execute procurement strategies aligned with business objectives and project requirements.
- Lead cost planning, benchmarking, spend analysis, and value engineering initiatives.
- Identify opportunities for cost reduction, process optimization, and improved procurement efficiency.
- Establish procurement budgets and monitor expenditure against approved plans.
- Drive total cost of ownership (TCO) analysis for major procurement decisions.
Sourcing & Supplier Management
- Lead end-to-end sourcing activities including RFQs, RFPs, tender management, bid evaluation, and vendor selection.
- Build and maintain strategic relationships with suppliers, contractors, and service providers.
- Evaluate supplier performance through defined KPIs and implement corrective actions when required.
- Develop supplier risk mitigation strategies and ensure supply continuity.
Contract & Commercial Management
- Lead commercial negotiations and secure favorable contractual terms.
- Review and manage procurement contracts, service agreements, and purchase orders.
- Ensure contractual compliance and mitigate commercial risks.
- Support dispute resolution and contract administration activities.
Stakeholder Management
- Collaborate closely with Finance, Operations, Engineering, Projects, and senior leadership teams.
- Provide procurement and cost advisory support for key business initiatives.
- Present procurement performance reports, savings achievements, and market intelligence to senior management.
Governance & Compliance
- Ensure adherence to procurement policies, ethical sourcing standards, and regulatory requirements.
- Maintain procurement documentation, audit trails, and reporting systems.
- Promote best practices in procurement governance and risk management.
Team Leadership
- Mentor and develop procurement professionals and category managers.
- Drive a high-performance culture focused on accountability, collaboration, and continuous improvement.
- Lead cross-functional procurement projects and strategic initiatives.
Required Qualifications
- Bachelor's Degree in Engineering, Supply Chain, Business Administration, Finance, Quantity Surveying, or related discipline.
- Master's Degree/MBA preferred.
- Professional certifications such as CIPS, CPSM, PMP, MRICS, or equivalent are advantageous.
Experience Requirements
- 10-15 years of progressive experience in Procurement, Commercial Management, Strategic Sourcing, or Cost Management.
- Proven track record in managing high-value procurement portfolios and supplier negotiations.
- Experience in industries such as Construction, Infrastructure, Real Estate, Manufacturing, Energy, Data Centers, or Industrial Projects is preferred.
- Strong experience in contract management and cost control methodologies
