THE OPPORTUNITY:

HUB International Insurance Services Inc administers Contractor Development and Bonding Programs (CDABPs) for public and private entities seeking to maximize small and diverse contractor involvement in public construction.  HUB is seeking a Senior Contractor Development Manager (CDM) who will be primarily responsible for the growth and development of small and diverse construction businesses. The Sr. CDM will manage and assist with day-to-day responsibilities of the Contractor Development and Bonding Program, conduct business assessments, develop customized business growth plans, participate in contractor training and education workshops, assist contractors with bid review,  proposal submittals,  and contract review. The Sr CDM will also assist contractors with prime introductions, identifying new bid and project opportunities. Additionally, the CDM will provide marketing support, and assistance with document collection for surety bonds and loan funding. The CDM will manage a portfolio of small businesses and will track, report and attribute to their business growth.  This position requires working knowledge in the construction industry (knowledge of public construction practices and Diversity Equity & Inclusion preferred but not required), understanding of local government structure, experience working in cross functional teams and with community stakeholders. In addition, the CDM must have a high level of organizational skills, excellent communication as well as computer and data management skills.

Job Duties include, but are not limited to the following:

Contractor Assessments and Development

  • Conduct assessments, and pre-qualifications for participating contractor

  • Assist contractors in creation of business growth development plans, preparation for bond and loan underwriting, and identification of appropriate education and training

  • Monitor contractor progress and performance

  • Respond to small contractor requests regarding contracting opportunities

  • Track and input data into MIS and Technical Assistance Report (TAR)

  • Assist with data compilation and analysis, create and track monthly progress reports

  • Participate/Present in Pre-bid Meeting, Outreach Events, Workshops and Networking

Bonding & Loan Underwriting Assistance

  • Gather documentation in preparation for surety bonds and loan request.

Education and Training

  • Assist with Training and Educational workshops and seminars in coordination with Program Sponsors and Partners

  • Assist in the preparation of training materials, planning and day of logistics

  • Lead training on topics identified by your manager

  • 3+ years of experience-Sr will have more public constructions experience

Experience, Education and Skills:

  • Construction Documentation and Language

  • Project Labor Agreements

  • Labor Compliance

  • Small Business and Disadvantaged Business Certification Programs

  • Working knowledge of finance

  • Strong computer literacy.

  • Self-starter and exercise responsible and sound Program management and coordination.

  • Construction Industry and Lending experience a plus.

  • Team player with strong critical analysis skills.

  • Coordinate and manage multiple projects with changing priorities in a fast-paced environment. 

  • Excellent time management skills and attention to detail are essential.

  • Strong verbal and written communication skills.

  • Valid driver’s license and familiarity with public transportation.

The expected salary range for this position is $70,000 - $90,000 per year and will be impacted by factors such as the successful candidate's skills, experience and working location, as well as the specific position's business line, scope and level.
