About the Role
We are seeking a Senior Business Analyst to lead requirements discovery, process analysis, stakeholder engagement, and solution definition for a complex cloud-native, event-driven Federal delivery initiative. This role will operate within an Agile environment and partner with product owners, business stakeholders, architects, engineers, QA teams, integration teams, DevSecOps teams, and project leadership to ensure business needs are translated into clear, testable, and actionable delivery artifacts. The Senior Business Analyst will provide leadership across requirements management, backlog refinement, UAT planning, documentation, change readiness, and user adoption while supporting delivery teams working with AWS-based services, event-driven integrations, APIs/RPC patterns, real-time user experiences, observability, and secure DevSecOps practices. Candidates do not need to be experts in every technology, but should be familiar with several of the tools, platforms, and concepts used in modern cloud-native delivery.
Responsibilities
- Lead evaluation and documentation of current-state and future-state business processes, workflows, pain points, business rules, operational gaps, and improvement opportunities.
- Facilitate stakeholder interviews, discovery workshops, backlog refinement sessions, requirements reviews, and cross-functional working sessions.
- Develop high-quality business requirements, functional requirements, user stories, acceptance criteria, process flows, traceability artifacts, and decision documentation.
- Partner with product owners, architects, engineers, QA teams, integration teams, and DevSecOps stakeholders to translate business needs into scalable cloud-native platform capabilities.
- Lead analysis for appointment, scheduling, workflow, notification, data exchange, interoperability, and operational reporting use cases.
- Support delivery teams working with AWS, Kafka/MSK, event producers and consumers, APIs/RPC services, WebSocket-enabled user experiences, containerized services, CI/CD pipelines, and observability tools.
- Lead analysis of data requirements, event payloads, integration touchpoints, data quality needs, reporting expectations, and impacts to upstream and downstream systems.
- Support test strategy by defining test scenarios, reviewing test plans and scripts, coordinating defect triage, and ensuring acceptance criteria are validated.
- Plan and facilitate user acceptance testing, stakeholder demonstrations, feedback collection, readiness activities, and change impact discussions.
- Create and maintain comprehensive documentation, including requirements, process maps, user guides, training materials, release notes, knowledge articles, and operational support content.
- Assist project managers and product owners with estimation, prioritization, scheduling, scope management, dependency tracking, delivery risk identification, and stakeholder reporting.
- Mentor junior business analysts and help establish repeatable standards for requirements quality, documentation, stakeholder engagement, traceability, and Agile delivery support.

RequirementsQualifications
- Bachelor’s degree in Business, Information Technology, or a related field.
- 5+ years of Business Analyst experience supporting enterprise application delivery, systems modernization, cloud platform, integration, workflow automation, or complex technology programs.
- Experience serving as a lead or senior Business Analyst on a large technology implementation, including hands-on involvement with requirements discovery, process analysis, backlog refinement, testing support, and stakeholder alignment.
- Proven ability to lead requirements elicitation, process analysis, workflow documentation, user story development, acceptance criteria definition, traceability, and stakeholder alignment.
- Familiarity with several modern cloud-native delivery concepts or technologies such as AWS, microservices, APIs/RPC services, event-driven architecture, Kafka/MSK, WebSockets, Kubernetes, Docker, CI/CD, Infrastructure as Code, observability, or secure DevSecOps practices.
- Ability to collaborate effectively with architects, engineers, QA teams, integration teams, security stakeholders, operations teams, and business users to clarify requirements, dependencies, data needs, risks, and delivery expectations.
- Strong analytical, problem-solving, facilitation, written communication, verbal communication, and interpersonal skills.
- Experience working in Agile or Scrum environments and supporting product owners, Scrum Masters, and delivery teams through backlog refinement and sprint execution.
- Experience using Jira, Confluence, Azure DevOps, or similar project management and collaboration tools to manage requirements, user stories, documentation, and delivery status.
- Experience working with Federal agencies, VA programs, healthcare environments, public sector programs, or regulated enterprise systems is preferred.
