Overview

The Scrum Master (Analytics Team) is a key member of the Department of Veterans Affairs (VA) Loan Guaranty Service (LGY) Development Security and Operations (DevSecOps) team. This role supports Agile delivery for analytics, reporting, dashboard development, and data-driven decision support initiatives within the VA LGY program.

The Scrum Master partners closely with VA business stakeholders, VA OIT (Office of Information Technology), Product Owners, and analytics team members to ensure reporting solutions, dashboards, and data insights are delivered in alignment with business priorities, compliance standards, and modernization objectives. This role emphasizes stakeholder collaboration, transparency, and delivery of measurable business value.

Key Functions

Agile Facilitation & Business Alignment

  • Serve as Scrum Master for the VA LGY Analytics Team supporting dashboards, executive reporting, performance metrics, and data insights initiatives.
  • Facilitate Scrum ceremonies including Sprint Planning, Daily Stand-ups, Sprint Reviews, Retrospectives, and Backlog Refinement sessions with strong stakeholder participation.
  • Ensure business priorities are clearly reflected in sprint goals and team commitments.
  • Coach team members and stakeholders on Agile principles, emphasizing incremental delivery of business value.
  • Promote alignment between analytics outputs and VA LGY strategic objectives.

Stakeholder Engagement & Delivery Support

  • Serve as a liaison between analytics team members, VA LGY business users, program leadership, and VA OIT.
  • Support Product Owners in translating business reporting needs into well-defined user stories with clear acceptance criteria and measurable outcomes.
  • Ensure transparency of sprint progress, risks, and dependencies affecting reporting and dashboard deliverables.
  • Coordinate cross-team dependencies impacting data availability, reporting timelines, and executive deliverables.
  • Facilitate demonstrations of dashboards, reports, and analytics enhancements to business stakeholders and leadership.

Business Metrics & Continuous Improvement

  • Track and report Agile performance metrics such as velocity, sprint burndown, throughput, and capacity to support predictable delivery of analytics products.
  • Monitor delivery performance against reporting deadlines and program milestones.
  • Lead retrospectives focused on improving collaboration between business stakeholders and analytics teams.
  • Encourage continuous improvement in requirements clarity, backlog prioritization, and stakeholder engagement.

Governance & Compliance Support

  • Ensure analytics deliverables align with VA governance, documentation standards, data security, and compliance requirements.
  • Support documentation and reporting requirements associated with federal IT oversight and modernization initiatives.

Minimum Qualifications

  • Bachelor’s degree in Information Technology, Data Analytics, Business, Public Administration, Engineering, or a related field and 3+ years of relevant experience; OR Associate’s degree and 5+ years of relevant experience; OR High School diploma and 7+ years of relevant experience.
  • Experience working closely with business stakeholders in reporting, analytics, or data-driven initiatives.
  • Strong understanding of Agile frameworks including Scrum and Kanban.
  • Experience facilitating Agile ceremonies with cross-functional teams and business participants.
  • Experience using Agile lifecycle management tools (e.g., Jira).
  • Strong written and verbal communication skills, including the ability to communicate effectively with executive and non-technical stakeholders.
  • Ability to work effectively in a remote, distributed team environment.

Preferred Qualifications

  • Experience supporting VA LGY or other federal initiatives using Agile, Scrum, and DevSecOps practices.
  • Experience supporting executive reporting, business intelligence, dashboard delivery, or enterprise performance metrics initiatives.
  • Familiarity with enterprise data platforms, reporting tools, AWS environments, and API-driven data integrations.
  • Knowledge of VA IT governance, data governance, and federal compliance standards.
  • Certified ScrumMaster (CSM), Professional Scrum Master (PSM), or similar Agile certification preferred.
  • Experience supporting modernization efforts within large, complex federal IT programs.

Position Details

Employment Type: Full-Time, W2
Location: 100% Remote (US-based only)
Hours: 40 hours/week with availability during core business hours of 8am – 5pm ET
Start Date: ASAP
Eligibility: Must be eligible to obtain a Public Trust clearance
Salary: $70,000 – $100,000
