Position Summary

NuvoLogic Consulting is seeking experienced Proposal Writers as an Independent Contractor on an as-needed basis to support the development of high-quality, compliant, and compelling proposals in response to federal, state, and commercial solicitations. This independent contractor will collaborate closely with business development leads, subject matter experts, and project managers to analyze RFPs/RFIs/RFQs, develop compliant content, and articulate win themes that align with client objectives. Responsibilities include drafting, editing, and tailoring content; managing proposal templates; and ensuring timely delivery under tight deadlines. The ideal candidate is detail-oriented, highly organized, technical writer adept with translating complex technical information into clear, persuasive narratives. Ability to compile writing from various contributors on various proposal sections ensuring flow and one voice. Familiarity with government contracting, excellent writing skills, and the ability to work independently in a fast-paced environment are essential. Workload and hours will vary depending on proposal volume and deadlines. We are looking to hire multiple proposal writers with technical writing experience in specific focus areas and/or industries as listed below. Key Responsibilities

  • Analyze RFPs, RFIs, and RFQs to understand requirements, evaluation criteria, and submission instructions. 
  • Write, edit, and format proposal sections, including executive summaries, technical approaches, past performance, and management plans. 
  • Ensure proposal content is compliant, compelling, and aligned with win strategies. 
  • Collaborate with SMEs, project managers, and leadership to gather input and tailor messaging. 
  • Create proposal outlines, compliance matrices, and content templates as needed. 
  • Edit and revise content for clarity, consistency, and accuracy. 
  • Coordinate with graphic designers or proposal managers on layout, visuals, and production. 
  • Support multiple concurrent proposals with strict deadlines. 
  • Participate in proposal reviews (Pink, Red, Gold teams) and implement feedback. 
  • Contribute to continuous improvement of proposal development processes. 
  • Maintain a library of reusable proposal content and update it regularly.

  • IT – O&M, DME (Development, Modernization, Enhancement), Cloud 
  • IT – SDLC, Systems Engineer, Enterprise Architecture, Database Administration, requirements gathering, UAT, testing 
  • Risk Management, Internal Controls, Audit Remediation, Compliance, Due Diligence  
  • Governance (Data governance, model governance) 
  • Grants Management 
  • Human Capital, Organizational Change Management 
  • Data Management/Modernization 

Technical Writing - Industry Experience 

  • Mortgage finance 
  • Affordable Housing Programs (Housing choice vouchers, REAC, AFFH, Fair housing, homelessness) 
  • Transportation 
  • Loan/Direct Guarantee programs 
  • Financial Services/Regulatory 
  • Disaster and Emergency Management 
  • Healthcare 

Preferred Qualifications 

  • Experience with federal proposals across various Federal agencies (e.g., SBA, HUD, DHS, DoD). 
  • Familiarity with proposal software tools (e.g., Loopio, RFPIO, SharePoint). 
  • Understanding of Shipley or similar proposal development methodologies. 
  • Proven proposal development experience at large government contractor or with Big 4 consulting firm.
