Summary:

Charter is seeking an experienced Project Manager to support a government modernization initiative. This role will lead large-scale technology projects with a significant focus on data migration, stakeholder engagement, project governance, and operational readiness. The successful candidate will bring proven experience managing complex projects within a government environment and will possess exceptional leadership, communication, and organizational skills.

Key Responsibilities:

  • Manage projects through development, implementation, and operational start-up, ensuring agreed-upon scope, timelines, budgets, and performance objectives are achieved.
  • Define project objectives, deliverables, governance structures, resource requirements, and team responsibilities.
  • Lead large-scale data migration initiatives and related modernization activities.
  • Develop project plans, schedules, work breakdown structures, and resource forecasts.
  • Monitor project progress and provide regular status reporting to project sponsors, executives, and stakeholders.
  • Identify project risks, dependencies, issues, and mitigation strategies.
  • Manage project change requests and ensure appropriate governance processes are followed.
  • Facilitate meetings with stakeholders, project teams, vendors, and leadership groups to resolve issues and advance project objectives.
  • Conduct critical path analysis and manage schedule coordination activities across multiple stakeholder groups.
  • Prepare project documentation, reports, dashboards, charts, and presentations.
  • Ensure all project deliverables and milestones are completed according to established plans.
  • Support stakeholder engagement, communications, and organizational change activities.
  • Coordinate project sign-off activities and transition planning to operational teams.

Qualifications:

  • Project Management Professional (PMP) certification in good standing.
  • 5 years managing complex projects involving large-scale data migrations.
  • 2 years working within Canadian government organizations.
  • 3 years managing projects with large, diverse stakeholder groups.
  • Proven ability to manage project schedules, budgets, risks, and dependencies.
  • Experience leading modernization and digital transformation initiatives.
  • Experience preparing executive-level reports, presentations, and project documentation.
  • Experience implementing and managing client-facing online applications and digital services an asset
