Role Overview

We are seeking an experienced Project Manager / Project Leader to lead large-scale, complex application development initiatives. The successful candidate will oversee project delivery across scope, budget, timelines, risks, resources, and stakeholder engagement while ensuring successful outcomes in highly visible and mission-critical environments.

Key Responsibilities

  • Lead large, complex application development projects from initiation through delivery.
  • Manage Agile, Iterative, and Scrum-based project implementations.
  • Facilitate Agile ceremonies including:
    • Daily Stand-ups
    • Sprint Planning
    • Sprint Reviews
    • Backlog Refinement
    • Retrospectives
    • Customer Journey and Story Mapping
  • Utilize Jira and other project management tools to manage project backlogs and sprints.
  • Develop and maintain:
    • Project schedules
    • Project plans
    • Risk and issue logs
    • Status reports
    • Project management artifacts
  • Manage project resources and align skills and experience to project tasks.
  • Oversee multiple complex projects concurrently.
  • Coordinate governance, architecture reviews, and project gating activities.
  • Manage stakeholder expectations and project interdependencies.
  • Ensure privacy, security, and compliance-related deliverables are completed successfully.
  • Lead technical teams and facilitate collaboration across business and technical groups.

Required Qualifications

Agile Project Management Experience

  • 10+ years of hands-on Project Management experience managing large, complex application development projects.
  • 7+ years of experience managing Agile/Iterative/Scrum projects.
  • 7+ years of experience facilitating Agile ceremonies and delivery activities.
  • Experience using Jira for backlog and sprint management.
  • Experience creating and managing project schedules, plans, risk logs, issue logs, and status reporting.
  • Experience managing project resources and delivery teams.
  • 3+ years of experience managing multiple complex public sector CRM platform projects concurrently.
  • Experience managing governance, architecture review processes, and project approval checkpoints.

Leadership, Facilitation and Communication Skills

  • Demonstrated ability to lead project teams in complex, multi-stakeholder environments.
  • Excellent verbal and written communication skills.
  • Proven ability to manage multiple priorities and deliver under aggressive timelines.
  • Ability to communicate complex technical information to business stakeholders.
  • Strong negotiation, facilitation, and consensus-building skills.
  • Experience managing challenging stakeholder discussions and executive communications.

Technical Skills

  • 5+ years of experience managing technical resources engaged in:
    • Solution design
    • Development and configuration
    • Data migration
    • Testing
    • Platform upgrades and maintenance
    • Application integrations
  • Understanding of CRM-based enterprise project delivery.
  • Knowledge of enterprise software platforms and solution delivery practices.
  • Advanced proficiency with:
    • Microsoft Project
    • Microsoft Office Suite (Word, Excel, PowerPoint)
    • Visio
    • Planview

Must-Have Requirements

  • Minimum 10+ years of Project Management experience leading large application development initiatives.
  • Demonstrated success leading Agile/Scrum projects.
  • Advanced knowledge of project management principles, methodologies, and best practices.
  • Experience managing governance approvals, architecture reviews, and project gating processes.
  • Experience managing privacy and security-related project deliverables.
  • Strong understanding of Agile concepts and methodologies.
  • Experience leading technical teams.
  • Experience running Scrum ceremonies.
  • Strong stakeholder and dependency management experience.
  • Strong business and technical aptitude.
  • Exceptional attention to detail.
  • Excellent communication and interpersonal skills.
  • Ability to manage multiple competing priorities and tight deadlines.

Nice-to-Have Qualifications

  • Project rescue or project recovery experience.
  • Previous public sector experience.
