Program Manager – New Market Development

About the Job

Cityside Fiber is seeking a highly motivated and experienced Program Manager – New Market Development to be an important part of our growing team. This role is responsible for executing the strategic direction for target markets, tracking and managing team priorities and tasking, building cross-functional launch plans, and supporting successful go-to-market execution. Reporting to the Chief Development Officer, this position oversees a team focused on evaluating and launching new market initiatives. The objective of this role is to establish a strategic pipeline of new market growth opportunities, organize team tasks in design, budgeting, project approval and kickoff, while submitting regular reports to the executive team and financial partners. The ideal candidate combines strategic thinking, financial acumen, fiber-to-the-home development knowledge, and strong program management skills to deliver scalable and profitable expansion initiatives. You will operate in a fast-moving and sometimes ambiguous environment and excel in hitting the Company's objectives.

Responsibilities

  • Understand Cityside Fiber's core purpose and values and be passionate about what we do.
  • Help develop and maintain a multi-year FTTH market expansion strategy aligned with company growth objectives.
  • Build prioritization frameworks to evaluate and sequence new market opportunities.
  • Oversee business case development, including subscriber forecasts, penetration modeling, capex assumptions, and ROI analysis.
  • Establish standardized market launch playbooks and governance processes.
  • Lead annual and quarterly planning cycles for new market development initiatives.
  • Manage and mentor a team of analysts, coordinators, and project support staff dedicated to new market development.
  • Provide strategic guidance while ensuring tactical alignment with Engineering, Construction, Finance, Marketing, and Operations.
  • Facilitate cross-functional alignment meetings to ensure readiness across departments.
  • Define scope, deliverables, timelines, and KPIs for market development initiatives from new market selection through delivery.
  • Create and maintain dashboards, reports, and executive summaries to communicate progress and KPI adherence.
  • Work in and contribute to an atmosphere of trust and integrity with fellow employees to ensure the overall success of Cityside Fiber.

Qualifications

  • Bachelor's degree in Business, Finance, Construction Management, Engineering, or related field.
  • 7+ years of program or project management experience, with 3+ years in the FTTH space.
  • Proven expertise in budget management, cost tracking, and performance reporting.
  • Deep understanding of FTTH deployment lifecycle and market selection.
  • Advanced proficiency in project management tools (MS Project, Primavera, Smartsheet, Asana, Sitetracker, or similar) and data visualization tools (e.g., Tableau, Power BI).
  • Strong analytical, organizational, and problem-solving skills with the ability to multi-task and be highly responsive to internal and external clients.
  • Excellent communication skills with the ability to present financial and performance data to executives and field teams.
  • Proven ability to manage complex, cross-functional programs with multiple stakeholders.
  • PMP or equivalent project management certification is a plus.
  • Self-starter with strong organizational skills and attention to detail; ability to work well under pressure.
  • Demonstrated highest level of integrity, intellectual honesty, strong work ethic, and intense customer-first mindset.
  • Takes initiative; plans efficiently while avoiding analysis paralysis.
  • Consistent effort, intense commitment, and willingness to go above and beyond when needed.
  • Strong team player who acts like an owner and is ultimately focused on delivering results with high standards.
