Northrop Grumman Defense Systems seeks a Program Manager 3 to join our C4MD Business Unit for the WISLA Offset Program. The location for this position is Huntsville, AL. The qualified candidate will be responsible for leading all phases of the program life cycle.

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout). Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:

  • Plan and execute programs with the responsibility of successfully managing technical, financial, contractual and schedule aspects of multiple programs. Has Profit and Loss (P&L) performance responsibility for assigned programs.
  • Leading a program organization that effectively addresses customer requirements and incorporates the necessary internal and external stakeholders
  • Managing all program activities and leading program review sessions with internal and external customers to deliver cost, schedule, and technical performance on Firm Fixed Price contract
  • Identification, distribution, tracking, and completion of program requirements
  • Developing and adhering to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools
  • Development and adherence to Integrated Master Schedules (IMS)
  • Identifying, allocating and managing program resources, including workforce planning
  • Measuring and reporting program performance
  • Demonstrate understanding of program risk, opportunity, and issue management processes for risk mitigation and opportunity realization.
  • Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
  • Development and delivery of presentations to customers, management, and other program stakeholders
  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans
  • Adherence to all internal processes, policies, and applicable industry standards

Basic Qualifications:

To be considered for this position, you must meet the knowledge, skills, and abilities listed below:

  • Bachelor’s degree and 10+ years, master’s degree and 8+ years, or doctoral degree and 6+ years, of experience supporting U.S. government contracts and customers and/or project management in other industries
  • A minimum of 5 years of experience leading the performance of tasks on schedule, at cost and achieving all requirements as either project lead, integrated program team or cost account manager
  • Possess strong leadership and organizational skills with the ability to work effectively in an environment with multiple, often competing priorities
  • Experience assigning and monitoring team and individual tasking to meet contractual requirements on schedule and within budget
  • Demonstrated ability to effectively plan, define, establish, communicate, monitor, and control scope to ensure that all the work required and only the work required is performed
  • Demonstrated financial management skills including development and control of program budgets, schedules, Estimate at Complete (EAC), and the ability to recognize and capture program changes
  • Demonstrated experience identifying, managing, mitigating risks
  • Experience establishing and managing customer relationships and expectations
  • Demonstrated experience managing remote team members
  • Must have the ability to obtain and maintain a DoD Secret Clearance
  • Ability to travel internationally to Poland about 10% of the time
  • Ability to work early hours (between 5-8am CT) once a week to meet with Polish stakeholders

Preferred Qualifications:

  • Experience with Integrated Battle Command System (IBCS) domestic, international or related program
  • International program experience, specifically in Poland
  • Experience with Offsets, Foreign Military Sales (FMS) or Direct Commercial Sales (DCS) programs
  • Experience with contract startup
  • Experience with Fixed Price and/or Cost Plus contracts with completion criteria where contract baseline control and change management is required
  • Earned Value Management experience
  • Experience developing and managing the following: Basis of Estimate (BOE), Statement of Work (SOW), Contract Data Requirements List (CDRL), Rough Order of Magnitude (ROM) and Firm Proposals
  • Experience managing large subcontracts or vendor/suppliers
  • Experience in contract negotiations
  • Experience with Agile methodology
  • PMP certification

Salary Range: $172,500.00 - $258,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
