This role is part of our Highbury Defense Group (HDG) division, which specializes in C2, systems engineering, cyber, and international mission support. HDG brings decades of experience supporting the DoD, Department of State, and allied partners, delivering practical, technically rigorous solutions that strengthen operational readiness around the world.  


Highbury Defense is seeking a highly organized, detail-oriented individual to provide both program management and IT systems analysis support to the NAVWAR Front Office. The selected candidate will report directly to the Chief of Staff and play a key role in the efficient management and execution of various program-related activities, as well as providing technical expertise in data systems and process automation. The role involves supporting strategic planning, tracking program processes, recommending improvements to business operations, and implementing tools to automate and visualize data and workflows using commercial best practices in government-provided IT solutions, such as FlankSpeed (Microsoft 365) or other application stacks.


Duties & Responsibilities 

Program Management Support:

  • Prepare, update, and maintain documentation, reports, analyses, processes, surveys, metrics, briefings, data visualizations, and dashboards to ensure effective program management and communication.
  • Support strategic planning, process improvement, and communications to help drive alignment and efficiency within the organization.
  • Identify and implement activities to improve business operations and processes using best practices.
  • Review and recommend program and project management tools to streamline processes and enhance program performance.
  • Track the status of various program processes to ensure timelines, deliverables, and milestones are met.
  • Collect and route inputs (e.g., comments, proposed updates, and changes) for program documents, policies, instructions, and position papers.
  • Support special projects as assigned by the Government, demonstrating flexibility and the ability to manage competing priorities.

IT Systems Analysis Support:

  • Provide support for the cyber baseline and modernization tracker, which involves aggregating, collating, and displaying various data sources in a bandwidth-constrained environment.
  • Analyze, prepare, and implement workflows that automate processes and manage data.
  • Analyze, cleanse, aggregate, curate, and integrate data from disparate business systems.
  • Prepare architectures, prototypes, and develop policy guidance.
  • Implement and support data analytics and workflow solutions within government-provided commercial IT tools, such as databases, data integration platforms, encryption, cybersecurity, data visualization tools, application hosting platforms, knowledge portals, wikis, and low-code/no-code application platforms.


Required Qualifications 

  • Program Management Skills:5+ years of experience supporting DoD acquisition program office.
  • IT Systems Expertise: Experience in data analytics, system integration, and process automation, with familiarity in government-provided IT solutions such as Microsoft 365, FlankSpeed, and low-code/no-code platforms.
  • Data Management & Integration: Ability to analyze, clean, aggregate, and integrate data from diverse systems and sources.
  • Technical Proficiency: Experience developing scripts, reports, visualizations, and algorithms, as well as knowledge of cybersecurity, encryption, and data protection best practices.
  • Communication Skills: Excellent verbal and written communication skills to support briefings, policy recommendations, and documentation preparation.
  • Problem-Solving & Adaptability: Ability to support special projects and respond to new challenges with flexibility and critical thinking.
  • Detail-Oriented: Strong attention to detail with the ability to manage multiple tasks in a fast-paced environment.
  • Graphics Design: Experience with graphic design tools (e.g., Adobe Creative Suite, Power BI, Tableau, Canva, or similar platforms) to develop high-quality visual products, briefings, dashboards, and executive communications
  • AI: Familiarity with Artificial Intelligence (AI) tools and techniques—including generative AI, automation assistants, and machine learning applications—to enhance data analysis, workflow automation, and decision-support capabilities.
  • Active Secret Clearance


Clearance Requirements 

Some positions will require access to U.S. National Security information.  Positions that require this access will be required to receive and maintain a U.S. government personnel security clearance (PCL).  In order to qualify for this position, the candidate must be a US Citizen and either currently possess this National Security eligibility or be able to complete the investigation application process with a favorable determination and maintain that eligibility throughout their employment. Pay Scales & Benefits 

The listed pay scale reflects the broad, minimum to maximum, pay scale for this position for the location for which it has been posted and is not a guarantee of compensation or salary. Other compensation considerations may include, but are not limited to, job responsibilities, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, or other applicable factors.

The pay range for this role is: $105,000-115,000 USD per year (San Diego)
