Job Summary

We are looking for a seasoned Program Controls Manager to spearhead the Program Master Schedule Management for extensive capital construction programs. This role focuses on the strategic handling of scope, schedule, and budget to enhance program execution. The ideal candidate will craft a comprehensive Program Master Schedule framework, establish consistent standards, align project teams, and ensure the adoption of best practices and tools for tracking and managing both the program and its constituent projects.

Responsibilities & Qualifications

Key Responsibilities:

Program Control Leadership:

  • Oversee all program aspects to ensure effective execution, maintaining accountability and transparency.
  • Foster seamless collaboration with the owner’s team, stakeholders, and other contractors to ensure integrated project efforts.

Program Planning:

  • Create and implement a cohesive Program Controls Plan.
  • Develop, maintain, and refine the Program Performance Plan.

Program Schedule Management:

  • Engage with clients to define all requirements for the Program Master Schedule.
  • Establish and update the Program Master Schedule framework.
  • Lead the scheduling team to develop, monitor, and adjust the Program Master Schedule focusing on cost and resource management.
  • Conduct and participate in workshops, meetings, and other events to foster project communication and collaboration.
  • Categorize and manage the electronic documentation and storage of program information, ensuring both security and accessibility.

Project Schedule Management:

  • Manage the scheduling team in overseeing individual project timelines to ensure accurate tracking and progress monitoring.
  • Analyze various contractor schedules to maintain alignment with project goals.

Training:

  • Develop and implement a comprehensive training manual for Program Master Schedule Management.
  • Develop and implement a comprehensive training manual for Project Schedule Management.
  • Conduct schedule management training sessions for program and project teams.

Tools and Software Management:

  • Recommend and oversee the implementation of tools such as Primavera P6, PMWeb, e-Builder, PowerBI, SharePoint, etc., for detailed program management.

Qualifications:

  • Bachelor’s degree in Engineering, Construction Management, or a related field; Master’s degree preferred.
  • At least 10 years of experience in program management or a related field, with a strong focus on scheduling.
  • Demonstrable expertise in utilizing program scheduling tools and software.
  • Excellent organizational, leadership, and communication skills.
  • Capability to manage multiple tasks in a dynamic, fast-paced environment.

Preferred:

  • Experience with major programs in sectors like wastewater, transit, or transportation.
  • Proficiency in tools such as Oracle Primavera P6, Procore, and PowerBI.
  • Professional certifications like AACE PSP or PMI SP.
