Job Summary

Program Analyst, Sr – QUERI

Aptive Resources is seeking a Senior Program Analyst to support the Department of Veterans Affairs Office of Research and Development (ORD) Quality Enhancement Research Initiative (QUERI), under the Field Enterprise Research Support Services contract.

The role supports QUERI's implementation science, quality improvement, and program evaluation portfolio by developing and executing processes for measuring, synthesizing, and reporting on project impacts, and by managing the administrative infrastructure — databases, information collection tools, file repositories, and standard operating procedures — that support oversight of funded projects.

This position supports QUERI's mission in furtherance of the Foundations for Evidence-based Policymaking Act of 2018 by applying implementation science and quality improvement knowledge to the measurement and synthesis of program and project impacts at an organizational level. The successful candidate will demonstrate the ability to independently manage administrative processes, apply artificial intelligence tools, including Claude, to problem-solving and process improvement, and support program-level decision-making through analysis and recommendations within a complex, matrixed research organization.

This is a 100% remote position. Full-time (40 hours/week).

Primary Responsibilities

Primary Duties:

  • Develop and execute processes for measuring, synthesizing, and reporting on the impacts of implementation science, quality improvement, and program evaluation projects, in support of the Foundations for Evidence-based Policymaking Act of 2018.
  • Develop and execute administrative processes that support QUERI's oversight of funded projects, including the development and management of databases, information collection tools, and file repositories.
  • Develop, maintain, and improve standard operating procedures (SOPs) governing project and program administrative processes.
  • Apply artificial intelligence tools, including Claude, to problem-solving and process improvement, supporting internal process mapping and streamlining.
  • Apply understanding of implementation science and quality improvement theories, models, and frameworks to the measurement and synthesis of impacts and outcomes at an organizational level.
  • Perform database management, data analysis, and data visualization using tools such as REDCap and Excel to support tracking and reporting.
  • Prepare program-level reports, summaries, and analyses related to implementation science and quality improvement project activities.
  • Coordinate with program leadership and stakeholders across a complex, matrixed research organization to ensure timely and accurate processing of requests and deliverables.
  • Communicate clearly and professionally with internal and external stakeholders to resolve issues, ensure data accuracy, and support program objectives.
Minimum Qualifications
  • Bachelor's degree in business administration, public administration, health administration, public health, research, data science, or a related field.
  • 8+ years of experience supporting program management or program analysis in a complex organization.
  • Working knowledge of implementation science and quality improvement theories, models, and frameworks (e.g., CFIR, RE-AIM), including metrics and measurement of impacts and outcomes at an organizational level.
  • Demonstrated hands-on experience using generative AI tools, specifically Claude, in project management, portfolio analysis, or quality/process improvement work, with specific examples of outcomes or impact.
  • Demonstrated ability to independently manage tasks, prioritize workstreams, and contribute to program-level operations with minimal oversight.
  • Demonstrated experience with database management, data analysis, and data visualization, including tools such as REDCap and Excel.
  • Proficiency with Microsoft Office tools, including Microsoft Excel (e.g., data management, formulas), Microsoft Teams, and SharePoint.
  • Strong attention to detail and ability to manage multiple tasks and deadlines.
  • Effective written and verbal communication skills.
  • Ability to work independently in a remote environment while managing assigned tasks and deadlines.
  • Must possess discretion and mature judgment, as confidential information is routinely encountered.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.
Desired Qualifications
  • Knowledge and background in healthcare and healthcare systems, research administration, and complex matrixed organizations.
  • Experience developing SOPs, job aids, or process improvement initiatives.
  • Experience working in a federal or VA environment, particularly in support of health systems research or implementation science programs.
  • Active or reciprocity-eligible federal or VA public trust background investigation.
  • Systems thinking that recognizes how processes are integrated across multiple organizational levels.
  • Demonstrated ability to synthesize data and stakeholder input to inform program improvements or operational decisions.

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
