This position is located in Puerto Rico; Relocation will not be provided for this role. Must be able to commute to our Guaynabo, PR, ICF office for occasional essential meetings.

ICF is seeking a Program Analyst to support our GEO/RAD initiative in Puerto Rico, which provides geospatial data integration, environmental analysis, and interagency coordination between the Puerto Rico Department of Housing (PRDOH), Department of Natural and Environmental Resources (DRNA), and other partners. This entry-level professional role offers the opportunity to contribute to meaningful projects while building analytical and program management skills in a collaborative environment.

Key Responsibilities

  • Analyze program operations, schedules, and milestones, and recommend adjustments to improve efficiency and alignment with project goals.
  • Develop draft dashboards, reports, and presentations, interpreting data trends and providing insights for project leadership and stakeholders.
  • Contribute to drafting, refining, and maintaining program documentation and knowledge management repositories, recommending updates where improvements are identified.
  • Review technical documents, reports, and communications with an analytical lens, suggesting improvements to ensure clarity, accuracy, and alignment with program objectives.
  • Support coordination between government partners and stakeholders, helping ensure program activities are aligned with requirements and priorities.
  • Apply judgment in managing competing tasks and identifying potential risks or issues, escalating recommendations to project leadership.

What you must have:

  • Bachelor’s degree (or 4 years of relevant experience in lieu of a degree).
  • 1–2 years of professional experience in program analysis, project support, or operations.
  • Excellent written and verbal communication skills in both English and Spanish.
  • Proficiency with Microsoft Excel, PowerPoint, and common data/reporting tools.
  • Demonstrated ability to manage competing priorities in a fast-paced environment.

  • Knowledge of project management methodologies (Agile, PMBOK, etc.).
  • Experience preparing reports, dashboards, or performance tracking tools.
  • Familiarity with geospatial, environmental, or housing-related programs.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$50,113.00 - $85,192.00
