Snorkel AI is seeking a People Data & Operations Manager to own and execute the core systems, processes, and data foundations that support the full employee lifecycle. This is a hybrid based role, in San Francisco, and a senior individual contributor role with broad ownership across People Operations, reporting to the Director of People & Culture.

In this role, you will be responsible for building and scaling reliable, compliant, and employee-centered people operations infrastructure during a period of rapid growth. You’ll partner closely with People leadership and cross-functional stakeholders to translate business priorities into scalable processes, high-quality data, and operational excellence.

This role is ideal for someone who thrives as a hands-on operator, brings strong judgment and systems thinking, and enjoys being the go-to expert for people data, HR systems, and operational execution.

Responsibilities OverviewPeople Operations & Lifecycle Ownership
  • Own and continuously improve core People Operations processes across the employee lifecycle, including onboarding, offboarding, benefits administration, leaves, and compliance.
  • Act as the primary owner for day-to-day People Operations execution and issue resolution, providing timely and exceptional support to fellow Snorkelers.
  • Lead the execution of cross-functional People Operations initiatives such as benefits changes, open enrollment, system implementations, and policy rollouts.
Workforce Programs & Global Operations
  • Own operational support for a global workforce, including contractors, EOR arrangements, immigration processes, and leaves of absence.
  • Ensure all employees on visas are cared for and well-informed throughout their journey with us, from recruiting through offboarding. Liaise with our external immigration lawyers to maintain a smooth process.
  • Manage leave of absence operations, including partnership with Snorkel’s leave provider (Tilt), ensuring compliant and employee-centric experiences.
People Systems, Data & Insights
  • Build and maintain reliable reporting and dashboards to support workforce planning, compliance, and leadership decision-making.
  • Own the people data collection strategy, including the design, administration, and analysis of employee surveys (e.g., engagement, onboarding, lifecycle feedback) to inform People programs and business decisions.
  • Ensure accurate record-keeping, audits, and data governance across all People systems.

Compliance, Risk & Governance
  • Serve as an operational subject-matter expert and primary liaison, ensuring adherence to federal, state, and local employment laws.
  • Own and maintain People documentation including the Employee Handbook, Code of Conduct, and related policies.
  • Proactively identify, escalate, and mitigate people-related operational and compliance risks.
Basic Qualifications
  • Ability to work from our San Francisco office location 3x per week.
  • Bachelor’s degree in Human Resources, Business Administration, or a related field; or equivalent practical experience.
  • 6+ years of experience in People Operations, HR Operations, or related roles, ideally within high-growth or scaling companies.
  • Proven experience owning People Operations processes, systems, and data as a senior individual contributor.
  • Strong knowledge of HR compliance, employment law fundamentals, benefits administration, and HR systems.
  • 3+ years of experience managing immigration processes and global workforce operations.
Preferred Qualifications
  • Excellent program and project management skills, with the ability to lead through influence rather than authority.
  • Proficiency with HRIS platforms and collaboration tools (e.g., Rippling, G Suite, Slack, Lattice, Notion).
  • Strong communication, judgment, and stakeholder management skills.
  • Detail-oriented, systems-minded, and comfortable balancing operational execution with strategic context.

**Salary range reflects base salary only. Total compensation includes equity and comprehensive benefits.
