Payroll Operations & Compliance Manager

Overview:
The HR Operations and Compliance Manager will oversee payroll processing, taxes, and compliance with labor laws. Develop, implement, and improve HR policies, procedures, and best practices to enhance efficiency and employee satisfaction.
Key Responsibilities:
1. Employee Relations and Engagement:
- Develop and implement initiatives to enhance employee engagement, morale, and retention, such as employee recognition programs, wellness initiatives, and team-building activities.
2. HR Policy Development and Compliance:
- Develop, implement, and enforce HR policies, procedures, and practices in compliance with federal, state, and local employment laws and regulations.
- knowledgeable on all taxes, how to set up new states, payroll compliant, and union experience is preferred.
- Stay updated on changes to employment laws and regulations and ensure that HR policies and practices are up-to-date and aligned with best practices.
3. Training and Development:
- Identify training and development needs within the organization and design and deliver training programs to enhance employee skills, performance, and career development opportunities.
- Coordinate with department managers to support employee development plans and succession planning initiatives.
4. Performance Management:
- Oversee the performance management process, including goal setting, performance evaluations, and performance improvement plans, to ensure alignment with organizational objectives and employee development goals.
- Provide guidance and support to managers on performance management best practices and strategies for addressing performance issues.
5. Compensation and Benefits Administration:
- Administer employee compensation and benefits programs, including salary administration, bonus programs, and employee benefits enrollment and administration.
- Conduct benchmarking and salary surveys to ensure competitive compensation and benefits offerings.
6. Employee Records and Compliance Reporting:
- Maintain accurate and up-to-date employee records, including personnel files, payroll records, and HR databases.
- Prepare and submit required reports and filings related to employment data, such as EEO-1 reports, OSHA reports, and other regulatory requirements.
Qualifications:
- Bachelor’s degree in human resources, Business Administration, or a related field (or equivalent work experience).
- PHR, SPHR is preferred, but not required.
- 6+ years of progressive experience in human resources management, with a demonstrated track record of leadership and success in HR operations and initiatives.
- Strong knowledge of federal, state, and local employment laws and regulations, with the ability to ensure compliance and mitigate risk.
- Tax knowledge is a MUST.
- Union Knowledge is preferred.
- Excellent communication, interpersonal, and conflict resolution skills, with the ability to build trusted relationships and effectively influence stakeholders at all levels of the organization.
- Strong organizational skills and attention to detail, with the ability to manage multiple priorities and deadlines in a fast-paced environment.
- Proficiency in HRIS and other HR software systems, as well as Microsoft Office Suite (Word, Excel, PowerPoint).
