We are looking for a Payroll Manager who will oversee the full-cycle payroll function for multiple company entities, ensuring accurate and timely payroll processing, compliance with payroll regulations, tax reporting, employee deductions, and payroll system administration. This role partners closely with Human Resources, Accounting, and leadership to provide exceptional service to employees while maintaining the highest standards of accuracy and compliance.

ESSENTIAL DUTIES MAY INCLUDE:
In the first 30 days and ongoing:

  • Learn Eleven Western Builders' business operations, organizational structure, payroll processes, and company policies.
  • Develop relationships with Accounting, Human Resources, managers, and leadership teams.
  • Gain an understanding of our payroll systems, reporting requirements, and payroll schedules.
  • Review current payroll procedures and identify opportunities for improvement and efficiency.
  • Learn employee benefit deductions, garnishment administration, onboarding, and termination payroll processes.
  • Prepare, review, and remit payroll tax deposits, quarterly and annual filings, and related payments to the EDD, FTB, IRS, and other regulatory agencies while maintaining compliance with all reporting requirements.

By the 90-day mark and ongoing:

  • Independently manage payroll processing and payroll-related employee inquiries.
  • Ensure payroll records, deductions, tax withholdings, and reporting are maintained accurately.
  • Partner with Human Resources regarding employee classification, benefits administration, onboarding, and terminations.
  • Reconcile payroll data and support accounting functions related to payroll reporting.
  • Monitor compliance with federal, state, and local payroll regulations.

Within the 6th to 9th-month mark and ongoing:

  • Serve as the primary payroll subject matter expert for the organization.
  • Identify and implement payroll process improvements and best practices.
  • Support payroll audits and ensure compliance readiness.
  • Assist with payroll system enhancements, upgrades, or integrations.
  • Provide guidance and support to managers regarding payroll procedures and compliance requirements.

By the 12th month mark and ongoing:

  • Successfully oversee all day to day payroll operations with minimal supervision.
  • Implement efficiencies that improve payroll accuracy, compliance, and employee experience.
  • Provide strategic recommendations regarding payroll processes and system improvements.
  • Maintain strong partnerships with Human Resources, Accounting, leadership, and employees.
  • Continue developing scalable payroll practices that support company growth.

EDUCATION, SKILLS & EXPERIENCE:

  • Bachelor's degree in Accounting, Business Administration, or a related field required.
  • Minimum of 5 years of payroll management experience, preferably within the construction industry.
  • Strong knowledge of federal, state, and local payroll laws and regulations.
  • Experience managing multi-state payroll operations.
  • Advanced proficiency in Microsoft Excel, including pivot tables, VLOOKUPs, and data analysis.
  • Experience with payroll and ERP systems such as Sage, NetSuite, ADP, BambooHR, or similar platforms.
  • Strong analytical, organizational, and problem-solving abilities.
  • Ability to handle confidential information with professionalism and discretion.
  • Experience supporting payroll audits and compliance activities preferred.
