The OSRC Test Operations Manager leads safety, risk, and compliance in test operations, overseeing teams and ensuring operational safety and regulatory compliance across multiple testing environments.

The OSRC Test Operations Manager is responsible for leading Operational Safety, Risk, and Compliance (OSRC) activities across the company’s test operations environment, including flight test operations at deployed locations, system and component testing programs, and engine testing activities. This role provides operational leadership and safety oversight for complex testing environments while ensuring compliance with company standards and applicable federal, state, and local regulations.
The OSRC Test Operations Manager will also oversee key testing facilities, including the HEAT facility in Jacksonville, and will support safe and efficient operations across multiple test locations. This position manages a team of specialists and technicians responsible for deployed operations and testing support.
The role reports directly to the Senior Manager of Operational Safety, Risk & Compliance and serves as a key partner to engineering, test operations, and facilities teams to ensure testing activities are conducted safely, efficiently, and in compliance with regulatory and internal requirements.
Responsibilities:
- Operational Oversight
- Lead OSRC support for flight test operations at deployed locations and remote test sites.
- Oversee safety and compliance activities for system-level and component testing programs and engine testing operations.
- Provide operational safety oversight for test facilities, including the HEAT facility in Jacksonville.
- Support planning and execution of testing campaigns by ensuring appropriate risk controls, safety reviews, and compliance measures are in place.
- Team Leadership
- Manage and provide leadership to OSRC specialists and deployed operations technicians supporting testing activities.
- Directly supervise the Engine Test Specialist and Deployed Operations Technicians across multiple sites.
- Provide coaching, training, and performance management to ensure strong operational execution and adherence to OSRC standards.
- Risk Management & Compliance
- Identify operational and environmental risks associated with testing operations and implement mitigation strategies.
- Conduct and review Job Safety Analyses (JSAs) for testing activities, deployed operations, and facility tasks to ensure appropriate hazard controls are established.
- Perform hazard assessments for new tasks, testing procedures, and newly occupied workspaces or facilities.
- Ensure compliance with applicable OSHA, EPA, and other federal, state, and local regulatory requirements.
- Oversee hazardous waste management practices, including proper storage, labeling, handling, and coordination of disposal in accordance with regulatory requirements.
- Support development and implementation of safety procedures, hazard assessments, and risk management practices across test operations.
- Lead incident reviews, root cause analysis, and corrective action implementation when necessary.
- Operational Support
- Partner with engineering, test, and facilities teams to ensure testing activities are executed safely and efficiently.
- Support deployment planning for test operations and ensure appropriate OSRC coverage at remote test locations.
- Assist in developing and maintaining operational procedures, SOPs, and compliance documentation for testing programs.
Minimum Requirements:
- Bachelor’s degree in Safety, Environmental Health, Engineering, or related technical field (or equivalent experience).
- 7+ years of experience in environmental health and safety, operational safety, or regulatory compliance within aerospace, manufacturing, or test operations environments.
- Experience supporting complex test operations such as engine testing, system testing, or flight test activities.
- Strong knowledge of OSHA regulations, environmental compliance requirements, hazardous waste management, and operational risk management.
- Experience managing or leading technical teams.
- Ability to travel up to 33% to support deployed testing operations and remote test sites.
Preferred Skills and Experience:
- Experience supporting aerospace flight test or propulsion test operations.
- Knowledge of environmental and hazardous material regulations including RCRA and related compliance frameworks.
- Experience supporting test facilities, laboratories, or specialized engineering test environments.
Working Conditions:
- Work is performed in a combination of office environments, test facilities, hangars, engine test cells, and outdoor field test locations.
- Regular exposure to operational test environments including high-noise areas, moving mechanical equipment, aircraft operations, and propulsion test activities.
- May work in varying environmental conditions including heat, cold, wind, and outdoor field environments during deployed testing operations.
- Work schedules may occasionally include early mornings, evenings, or weekends to support critical testing operations or flight test schedules.
- Up to 33% travel may be required to support deployed test operations and remote test locations.
Physical Requirements:
- Ability to stand, walk, and move throughout facilities and operational environments for extended periods.
- Ability to occasionally lift and carry materials or equipment up to 25 pounds.
- Ability to climb ladders, access elevated platforms, and navigate uneven terrain at test sites.
- Ability to wear required personal protective equipment (PPE), including hearing protection, safety glasses, gloves, hard hats, and safety footwear.

The person hired will have access to information and items subject to U.S. export controls, and therefore, must either be a “U.S. person” as defined by 22 C.F.R. § 120.62 or otherwise eligible for deemed export licensing.
