Position Summary
The role of Chief Controls Office – Managing Director, Quality Assurance Lead at Webster Bank will play a critical leadership role in overseeing and strengthening the bank’s control environment. This individual will be responsible for leading the RCSA Quality Assurance (QA) program across Front Line Control Office functions, including designing and implementing an overarching RCSA QA program, ensuring compliance with internal policies, regulatory requirements, and industry best practices. The ideal candidate will bring significant expertise in Operational Risk Management, Risk and Control Self-Assessment (RCSA), and Quality Assurance within the banking sector. This individual will also be involved with strategic and transformational initiatives and the delivery of critical, large-scale, complex, high-visibility, regulatory remediation programs.
Key Responsibilities
• Create and manage a robust Quality Assurance/Quality Control (QA/QC) program to assess Front-Line processes, ensuring compliance with regulatory expectations and internal quality standards.
• Strengthen and refine the Risk and Control Self-Assessment (RCSA) framework to ensure consistent adoptions across the Front-Line Unit (FLU), driving a culture of proactive risk management and continuous improvement.
• Establish and maintain systems for continuous monitoring of controls, risks, and QA/QC metrics, providing regular updates to senior management on the status and effectiveness of control measures.
• Lead initiatives to train Front-Line teams on best practices for risk management, controls, and QA/QC processes, fostering consistent implementation and adherence to regulatory requirements and internal standards.
• Leadership & Strategy: Lead and execute the overall strategy for the RCSA QA function within the bank, aligning with the vision and objectives set by the Chief Controls Officer and the Senior Managing Director, Governance Lead and Quality Assurance.
• Quality Assurance Program: Lead and execute a robust QA program that assesses the effectiveness of controls and adherence to regulatory requirements. Ensure QA findings are documented, communicated, and integrated into continuous improvement plans.
• Reporting & Communication: Prepare comprehensive reports for senior management, regulatory bodies, board committees, and Front-Line Units detailing quality assurance outcomes, and action plans for identified gaps.
• Stakeholder Engagement: Work closely with 1st, 2nd and 3rd lines of defense to ensure that risk management practices are embedded within business processes.
• Training & Awareness: Lead and execute training sessions and workshops to enhance awareness and understanding of risk and control QA programs among staff and foster a proactive risk culture.
• Continuous Improvement: Evaluate and improve methodologies and processes to adapt to changes in the regulatory environment, business operations, and emerging risks.
• Audit & Regulatory Coordination: Support internal audits and regulatory reviews related to risk and control QA programs. Ensure that documentation and evidence are prepared and available for audit and examination purposes.
• Risk Management: Collaborate with senior leadership and department heads to identify and evaluate key risks, implement risk control measures, and monitor risk mitigation efforts.
• Compliance Assurance: Ensure adherence to applicable regulations and banking standards, partnering closely with Compliance, Internal Audit, and other control functions.
Requirements
Education:

High school diploma or GED required. Advanced degree-Associates, Bachelors, Masters, etc. in Finance, Business Administration, Risk Management, or a related field preferred.
Experience:
-
Minimum of 10 years of experience in risk management, operational risk, or internal audit within the banking or financial services industry.

Substantial experience in leading RCSA, Quality Assurance/Quality Control, or Operational Risk Management programs within the banking sector.

At least 5 years in a senior leadership role within the banking sector.
Knowledge:

Deep understanding of Quality Assurance/Quality Control best practices, change management, banking regulations, risk management frameworks, and internal control standards.

Strong understanding of operational risk management techniques and control assessment methodologies.

Knowledge of OCC Heightened Standards and Regulatory Category IV banking requirements preferred.

This role has a hybrid work schedule and can be based in our NYC, Jericho, Southington, Stamford, Rhode Island or Massachusetts.
The estimated base salary range for this position is $165,000 USD to $220,000 USD. Actual salary may vary up or down depending on job-related factors which may include knowledge, skills, experience, and location. In addition, this position is eligible for incentive compensation.
