Capital One's Global Sanctions and Trade Compliance team is seeking a Global Trade Compliance Manager. This role will assist in the building and execution of a global trade compliance program and will work cross-functionally with stakeholders to develop specific processes and procedures that support Capital One's global trade compliance program. Further, this manager will advise the business on trade controls and regulations, identify potential trade compliance risks, and provide training and awareness to the organization. This role requires experience and familiarity with various U.S. trade regulations including the Export Administration Regulations (EAR) as well as understanding the export controls surrounding international software and technology development. This role is highly visible and involves frequent interaction with senior leaders as we work to mature our enterprise-wide global trade compliance program.
Key Responsibilities:
  • Develop and implement an enterprise-wide global trade compliance program to support Capital One's compliance with the EAR and other trade regulations.
  • Support Capital One's Lines of Business (LOB) in the development of their own internal processes and procedures, helping to identify risks and mitigations within the larger global trade compliance program as well as other compliance activities.
  • Support Global Trade Compliance Advisory by participating in cross-functional and enterprise-wide global trade compliance program initiatives and project teams by providing compliance expertise, advocacy, and leadership.
  • Identify and support the development of communication and training to educate stakeholders and performers on their roles and responsibilities under this program
  • Participate in and perform compliance risk assessments for initiatives that may have global trade scope; serve as an advisor to the business and perform effective challenge
  • Contribute to senior management level reporting, including fact finding and data synthesis
  • Partner with legal to stay abreast of relevant export/global trade compliance laws, practices, and issues affecting the business environment, domestically and internationally.
  • Manage and track compliance team deliverables supporting the Global Trade program; identify and track impediments; perform and contribute to periodic status reporting
  • Create and manage a repository for global trade program documentation (i.e. export analysis requests and final analysis)
  • Manage and monitor Export Control Analysis mailbox

Attributes of the successful candidate also include
  • Deep understanding of the various U.S. trade regulations including the Export Administration Regulations (EAR)
  • Demonstrated success in creating, implementing, managing, and improving global trade compliance programs
  • The ability to identify risks specific to trade compliance both at the near terms as well as long term of a project.
  • Ability to interpret and apply regulatory changes to global trade compliance program
  • Experience with software, encryption, and technology development and services including export classification, export authorization determinations, etc.
  • Experience with risk management
  • Proven ability to communicate, collaborate and manage relationships with stakeholders at various levels in a highly matrix organization
  • A team-oriented mindset anchored in collaboration, respect and shared responsibility
  • Confidence in their ownership of the immediate role with vision beyond their direct areas of responsibility
  • Strong thirst for knowledge and willingness to ask questions and seek understanding
  • Ability to navigate gray space and balance operating independently with strong judgment and a keen sense of when to escalate to leadership
  • Support and engage in overall global trade compliance governance team responsibilities and objectives, including contributing to the development of training, supporting audit and regulatory examinations, management reporting, change governance, policy governance, requirement oversight, business continuity, etc.
  • Highly developed interpersonal, presentation, and communications skills (written and oral) coupled with strategic influencing skills

Basic Qualifications:
  • Bachelor's degree or equivalent
  • At least 5 years of experience in export controls and compliance
  • At least 2 years of experience implementing a Global Trade Compliance program

Preferred Qualifications:
  • 5+ years experience with Export Administration or Global Trade regulations
  • 5+ years experience working with Governance, Risk and Compliance (GRC) applications

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
Chicago, IL: $132,800 - $151,600 for Compliance Advisor Manager
McLean, VA: $146,100 - $166,700 for Compliance Advisor Manager
Melville, NY: $159,400 - $181,900 for Compliance Advisor Manager
New Orleans, LA: $132,800 - $151,600 for Compliance Advisor Manager
New York, NY: $159,400 - $181,900 for Compliance Advisor Manager
Plano, TX: $132,800 - $151,600 for Compliance Advisor Manager
Richmond, VA: $132,800 - $151,600 for Compliance Advisor Manager
Wilmington, DE: $132,800 - $151,600 for Compliance Advisor Manager
Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate's offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
