As the Compliance Director overseeing the Compliance Management System Program at Dave you will be responsible for developing, implementing and administering all aspects of; Policy/Procedure, Risk Assessment, Training/Awareness/Communication, Monitoring/Testing, and Reporting company wide. You’ll ensure we adhere to relevant federal, state, and local agency laws, regulations, and guidance, as well as industry standard practice. This will involve partnership with internal teams, as well as collaboration with our issuing bank partner’s legal and compliance teams, to facilitate quality and innovative compliance risk management solutions. 

As a leader and subject matter expert, the Compliance Director is responsible for identifying and leading a team that establishes standards and implements procedures to ensure that the compliance programs throughout the organization are effective and efficient in identifying, preventing, detecting and correcting noncompliance with applicable rules and regulations. The role will report to Dave’s Chief Executive Officer.

Key Responsibilities

  • Improve and manage the Compliance Management System at Dave, hire and develop a high-performance team while executing against key company goals and regulatory guidance
  • Maintain current knowledge of applicable laws and regulations, keeping abreast of recent changes
  • Develop the annual compliance work plan that reflects the institution's highest risks that will be monitored by the compliance function as determined by conducting a mandatory annual risk assessment using a company-wide approach
  • Provide guidance to executives, staff, and employees on compliance programs, policies, procedures, and requirements
  • Strengthen the lines of defense of organizational risk management
  • Build and Improve existing cross department processes and workflows
  • Conduct risk assessments of Dave’s business operations and lead development of a company risk management program designed to identify significant risks and mitigating factors
  • Oversee and monitor the implementation of the compliance program; develop policies and programs related to financial crimes and corporate enterprise risk and compliance management
  • Assess the business impact of new and evolving legal and regulatory requirements and developments to evolve Dave’s compliance and risk framework and strategy
  • Develop, coordinate, and participate in a multifaceted educational and training program that focuses on the elements of the compliance program, and ensure that all appropriate employees and management are knowledgeable of, and comply with, pertinent federal and state laws, regulations, and standards
  • Coordinate internal compliance review and monitoring activities, including periodic reviews of departments
  • Manage and conduct internal investigations in collaboration with other applicable corporate functions, such as operations, sales, finance, and support
  • Maintain records and report on status and effectiveness of compliance program to senior management
  • Work with legal and IT teams to enhance and implement a comprehensive user database and enhance the Dave platform for scalable growth

Experience Required

  • Bachelor degree. Juris Doctor, AML/CFT certified, ACAMS, or CFE highly recommended
  • A minimum of 7-10 years of legal or compliance experience in the FinTech space
  • Have specific knowledge of key law, regulations, guidance, and industry-standard practices including but not limited to UDAAP, GLBA, BSA/AML, SAR/CTR filing, Sanctions, InfoSecurity Frameworks ISO 1799-2005, PCI-DSS, GDPR/CCPA, etc. and associated regulations
  • Strong problem-solving skills and demonstrated ability to take initiative and work independently
  • Speak and write clearly and concisely, adapt to the audience and express complex ideas in understandable and effective ways such as clear and concise reports, presentations, as well as speaking effectively to employees, members, vendors, and the public
  • Skilled in interviewing, leading, directing, coaching, motivating, delegating, evaluating, counseling, and recognizing assigned employees
  • Be action-oriented, collaborative and solutions-focused
  • Work well with ambiguity, and multiple priorities while balancing the interests of multiple stakeholders
  • Act with discretion, strict confidentiality and sensitivity toward issues and individuals
  • Maintain a sense of humor
