Lead Business Systems Analyst - Federal Acquisition

Overview

The Lead Business Systems Analyst serves as the hands-on lead business analyst for acquisition modernization on PhoenixTeam's Department of the Interior program. The role combines deep analysis with practical leadership: leading discovery and requirements work, guiding other analysts, and staying personally involved in process mapping, user stories, solution definition, and validation.

This is not a project-management-only role. The strongest fit is a broad, T-shaped consultant or senior analyst who can make sense of ambiguous business problems, work directly with federal stakeholders, and translate acquisition processes into clear requirements for automation, low-code, data, and AI-enabled solutions.

Key Functions

• Lead discovery and requirements definition for acquisition planning and pre-award workflows, including PWS development, market research, acquisition planning, and clause-selection activities.
• Use Python and SQL to examine acquisition-process data, validate business rules, identify exceptions, and substantiate requirements and improvement recommendations.
• Document current-state processes, business rules, pain points, controls, data needs, and handoffs; design future-state workflows that reduce manual work and improve consistency and traceability.
• Facilitate stakeholder workshops, synthesize competing inputs, and turn business needs into clear requirements, user stories, acceptance criteria, and decision-ready recommendations.
• Identify practical opportunities for AI, automation, digital forms, Power Platform, and integrated data while keeping human review, policy, and compliance needs visible in the design.
• Guide junior analysts and coordinate with solution-design and engineering staff through design, prototype, testing, and user-acceptance activities without becoming a hands-off manager.
• Prepare high-quality client materials, process documentation, and implementation guidance for senior federal stakeholders.

Minimum Qualifications

• 7+ years of relevant experience in business analysis, business transformation, acquisition modernization, management consulting, or related work; bachelor's degree preferred.
• Hands-on experience using Python for data preparation and analysis, and SQL to query, join, and validate data in support of requirements and process-redesign work.
• Working knowledge of federal acquisition and pre-award processes, including the Federal Acquisition Regulation (FAR), PWS development, market research, and acquisition planning.
• Demonstrated experience leading complex requirements and process-redesign work for software, automation, or digital modernization initiatives.
• Ability to lead through influence while remaining hands-on with analysis, documentation, workshops, and delivery details.
• Must be able to successfully complete the background investigation, suitability, credentialing, and system-access requirements applicable to a Moderate Risk Public Trust position.

Preferred Qualifications or Skills

• Experience supporting a federal contracting office or advising federal acquisition organizations.
• Management consulting or professional-services experience in complex transformation programs.
• Working knowledge of Microsoft Power Platform, SharePoint/Microsoft 365, data and API concepts, or other low-code/automation environments from an analyst's perspective.
• Experience using generative AI or LLM tools to support acquisition, research, requirements, process redesign, or prototype development.
• Experience with large-scale modernization involving multiple systems, stakeholder groups, or organizational units.

Position Details

• Employment type: Full-Time, W2.
• Location: Primarily remote within the U.S.; occasional travel to Department of the Interior locations may be required based on project needs.
• Hours: 40 hours/week, Monday-Friday, with required availability during DOI core hours of 9:30 a.m.-3:30 p.m. ET.
• Target start: As soon as possible, subject to required government onboarding.
• Program: Department of the Interior (DOI) modernization program.

• Eligibility: Must be able to successfully complete the background investigation, suitability, credentialing, and system-access requirements applicable to a Moderate Risk Public Trust position.
