 POSITION SUMMARY 

 

The Incirlik Site Manager serves as the senior on-site representative for the Turkey Base Operations Support (T-BOS) contract at Incirlik Air Base, Turkey. This position is responsible for the overall leadership, management, coordination, and execution of contract operations supporting installation mission requirements. Serving as the primary interface between Government leadership and contractor personnel at the installation, the Site Manager is responsible for maintaining operational excellence, customer satisfaction, workforce effectiveness, and mission readiness across all functional areas. The Site Manager is empowered to make day-to-day operational decisions and coordinate resources necessary to support contract performance objectives and installation priorities.

RESPONSIBILITIES 

  • The Site Manager is responsible for daily operations of the T-BOS contract at Incirlik Air Base within Türkiye. 
  • Serve as the primary point of contact for Government leadership regarding day-to-day contract execution, operational performance, and installation support requirements at multiple locations. 
  • Provide leadership, direction, and oversight of all T-BOS personnel, programs, and support services.   
  • Requirements will fluctuate across all work locations based on changes in mission and available resources, including Civil Engineering, Operations and Maintenance, Fire and Emergency Services, Logistics, and other installation support functions.   
  • Ensure compliance with all contract requirements, performance work statements, applicable regulations, and company policies.   
  • Ensure contract performance objectives are monitored, documented, and achieved in accordance with performance standards and contractual requirements. 
  • Evaluate operational performance and implement process improvements to enhance efficiency, service quality, and mission support. 
  • Exercise delegated authority to make operational decisions necessary to support mission requirements and maintain continuity of services. 
  • Oversee workforce planning, staffing, employee relations, and personnel development activities.   
  • Manage site resources, operational priorities, and organizational risks to ensure successful contract execution.   
  • Lead responses to emergencies, contingency operations, inspections, audits, exercises, and mission-critical events.   
  • Ensure compliance with environmental, safety, health, security, and quality assurance requirements.   
  • Prepare and present reports, status briefings, performance assessments, and executive updates to leadership.   
  • Promote a culture of accountability, customer service, teamwork, and continuous improvement across the organization.  
  • Work is based in a busy training environment and subject to frequent interruptions. Frequent outdoor work in inclement weather is required, including heat, cold, humidity, and rain. May be exposed to fumes, airborne particles, vibration, and toxic or caustic chemicals. Must wear PPE as required by Company safety standards.  
  • Other duties as assigned.  

 

QUALIFICATIONS 

  • Active U.S. Secret Security Clearance.  
  • Bachelor's degree in a related field.  
  • Minimum 10 years of progressively responsible management experience supporting military, government, or large-scale operational environments.  
  • Minimum 5 years of leadership experience managing multi-functional organizations, programs, or contracts.  
  • Demonstrated experience overseeing installation support, facilities management, operations and maintenance, engineering, logistics, or related base operations functions.  
  • Experience working with Department of Defense, U.S. Air Force, or other federal agencies.  
  • Demonstrated experience serving as a primary interface between Government customers, military leadership, and contractor organizations. 
  • Experience managing contract performance requirements, operational metrics, and service delivery in a Department of Defense environment. 
  • Experience leading geographically dispersed, multidisciplinary teams in a dynamic operational environment. 
  • Proven ability to make sound operational decisions and effectively manage competing priorities in support of mission requirements. 
  • Excellent communication, leadership, organizational, and decision-making skills.  
  • Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook. 
  • Strong leadership and management skills with the ability to lead large, multifunctional teams.  
  • Knowledge of DoD and U.S. Air Force organizational structures and operational requirements.  
  • Strong problem-solving and strategic planning capabilities.  
  • Exceptional written and verbal communication skills. 
  • Must be physically capable of accessing and traversing administrative, industrial, construction, maintenance, flight line, and operational areas throughout the installation. Must be able to work in varying environmental conditions, including heat, cold, dust, and inclement weather.  
  • Must be capable of working extended or irregular hours in support of emergency operations, contingencies, exercises, inspections, and mission requirements.
