Position Summary

Pivotal Systems is seeking an experienced HR Manager – Payroll to oversee payroll administration, HR operations, employee records, benefits coordination, compliance, and HR policies. This role will be responsible for ensuring accurate and timely payroll while partnering with employees, managers, Finance, and senior leadership to support a high-performing organization.

The ideal candidate has strong payroll and HR expertise, excellent attention to detail, and experience working in a technology, semiconductor, engineering, or manufacturing environment.

Key Responsibilities

Payroll & Compensation

  • Manage end-to-end payroll processing for U.S. employees, ensuring accurate and timely payroll.
  • Review payroll data, including salaries, bonuses, commissions, deductions, benefits, PTO, and other earnings.
  • Ensure compliance with federal, state, and local payroll regulations.
  • Manage payroll tax filings, wage reporting, garnishments, and year-end payroll requirements.
  • Partner with Finance and payroll providers to reconcile payroll and resolve discrepancies.
  • Maintain accurate payroll records and respond to employee payroll inquiries.
  • Support compensation changes, promotions, bonuses, and new-hire compensation administration.

Human Resources Operations

  • Manage day-to-day HR operations and employee lifecycle activities from onboarding through offboarding.
  • Maintain accurate employee files, HRIS records, and confidential personnel information.
  • Coordinate new-hire onboarding, employment documentation, and background checks.
  • Administer employee benefits, including medical, dental, vision, life insurance, disability, and retirement programs.
  • Manage employee leave, PTO, and attendance programs.
  • Develop and maintain HR policies, procedures, and employee communications.

Compliance & Employee Relations

  • Ensure compliance with applicable federal and California employment laws and regulations.
  • Support compliance with wage and hour, payroll, leave, benefits, and employment requirements.
  • Partner with management on employee relations matters, performance issues, and workplace concerns.
  • Maintain appropriate documentation related to employee relations and HR investigations.
  • Support workers' compensation, unemployment claims, and other employment-related matters.
  • Stay current on changes in employment and payroll regulations.

HRIS & Reporting

  • Maintain and optimize HRIS and payroll systems.
  • Ensure data integrity across HR, payroll, benefits, and employee records.
  • Prepare HR and payroll reports for management and Finance.
  • Analyze workforce data, payroll costs, turnover, headcount, and other HR metrics.
  • Identify opportunities to improve HR and payroll processes through automation and technology.

Leadership & Business Partnership

  • Serve as a trusted HR resource for employees and managers.
  • Partner with Finance on payroll, budgeting, compensation, and headcount planning.
  • Partner with leadership on organizational development and workforce planning.
  • Help build a positive, professional, and employee-focused workplace culture.
  • Support the development and implementation of HR initiatives aligned with company objectives.

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, Accounting, Finance, or related field preferred.
  • 7+ years of progressive HR experience, with significant payroll responsibility.
  • Strong experience managing U.S. payroll, preferably including California payroll.
  • Experience with HRIS and payroll systems.
  • Strong knowledge of payroll processing, employment regulations, benefits, and HR compliance.
  • Experience working with Finance and senior leadership.
  • Semiconductor, technology, engineering, or manufacturing industry experience preferred.
  • PHR, SHRM-CP, SHRM-SCP, or CPP certification is a plus.
