Job Description:

The HR Compliance Manager owns the end-to-end contingent worker and contractor management lifecycle across Crowe, partnering with business leaders to understand contingent workforce requirements, evaluating scope, duration, supervision, and operational needs, and providing guidance on appropriate and compliant worker engagement approaches, ensuring consistent execution from requisition through offboarding. This role serves as a subject matter expert on the legal and regulatory requirements governing the engagement and management of contingent workers, providing guidance to business leaders and other stakeholders on appropriate worker engagement models, classification, and ongoing compliance obligations.

As part of the broader HR Compliance team, this position partners with business leaders, Talent, Legal, Finance, and other stakeholders to manage worker classification, requisitions, statements of work (SOWs), onboarding, ongoing engagement obligations, extensions, and terminations. The Manager maintains accurate records and effective controls, monitors risk, and drives process improvements to support compliant contingent workforce operations.

Key Responsibilities:

  • Partner with business units to understand contingent workforce requirements, evaluate scope, duration, supervision, and operational needs, and recommend appropriate engagement approaches.
  • Lead and document worker classification assessments, distinguishing independent contractor and subcontractor engagements from temporary and regular employment arrangements; consult Legal and the HR Compliance Leader on complex or higher-risk determinations.
  • Create and manage approved job requisitions and related workforce requests in Workday, ensuring accurate engagement details, approvals, and alignment with the selected worker category.
  • Coordinate with Onboarding and relevant teams to ensure smooth and timely onboarding experience.
  • Ensure each applicable contractor or subcontractor engagement has an active, appropriately approved agreement and SOW covering the work performed; coordinate with business leaders to create, amend, extend, or terminate SOWs before relevant deadlines, ensuring work does not commence or continue without required approvals and documentation.
  • Maintain and proactively monitor accurate start dates, end dates, renewal milestones, engagement status, and required approvals; engage business leaders in advance to confirm extension, conversion, or termination decisions.
  • Manage ongoing employment- and engagement-related obligations and compliance, including required documentation, policy and training requirements, worker status changes, and issue resolution, as applicable to the worker classification and jurisdiction.
  • Coordinate timely offboarding with contractors, business leaders, IT, Finance, and other parties, including end-of-engagement communications, access removal, equipment returns, final administrative steps, and record closure.
  • Maintain complete, audit-ready records of classification decisions, requisitions, agreements and SOWs, approvals, onboarding, extensions, and offboarding; support audits, reporting, risk assessments, and remediation.
  • Develop and improve contractor lifecycle procedures, controls, guidance, reporting, and stakeholder communications; identify compliance gaps, escalate risks, and drive consistent execution across business units.

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
