Job Purpose

The Commercial Contract Manager leads the acquisition, negotiation, and compliance management of commercial contracts, fee-for-service agreements, and non-traditional funding instruments on behalf of World Vision. As institutional donors increasingly shift towards commercial contracting mechanisms, this role ensures World Vision can compete effectively, negotiate favourable terms, and manage contract performance to protect organisational interests while delivering programme impact. Grounded in the GAM Competency Framework, the position requires advanced proficiency in post-award support, grant process management, and donor relationship building, with the commercial contracting lens applied across all six competency areas.

Major Responsibilities

1) Leads commercial contract negotiations with donors, prime contractors, and partner organisations, ensuring that terms and conditions protect World Vision’s interests while enabling programme delivery. Reviews and negotiates risk allocation, liability clauses, intellectual property provisions, termination terms, and dispute resolution mechanisms. Develops replicable negotiation templates and frameworks for use across offices. (GAM Competency 5: Post-Award Support) 25%

2) Manages the full lifecycle of commercial contracts from pre-award compliance review through contract execution, modification, and close-out. Ensures adherence to donor-specific terms and conditions, organisational policies, and regulatory requirements. Monitors contract deliverables, milestones, and payment schedules. Leads contract modification and amendment processes as programme needs evolve. (GAM Competency 4: Managing Grant Processes)25%

3) Scans the commercial contracting landscape to identify emerging opportunities from bilateral donors, multilateral agencies, and private-sector entities that utilise fee-for-service, cost-reimbursable, or fixed-price contract mechanisms. Conducts competitive analysis and advises on bid/no-bid decisions for commercial opportunities. Maintains intelligence on evolving donor procurement policies and contracting trends. 4) Develops and reviews cost proposals, pricing strategies, and commercial terms for competitive bids. Ensures budgets are compliant with applicable cost principles (FAR, OMB, EU regulations) and reflect realistic cost recovery. Works with finance teams to structure indirect cost rates, fee structures, and profit margins in line with organisational and donor policies. (GAM Competency 3:

5) Builds relationships with commercial contracting officers, procurement specialists, and compliance teams within donor agencies and prime contractor organisations. Represents World Vision in pre-solicitation conferences, industry days, and contractor forums. Develops teaming arrangements and subcontracting strategies with partner organisations. 6) Implements contract management systems, tracking tools, and compliance dashboards to monitor performance across the commercial contract portfolio. KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

  • Minimum 7 years of experience in commercial contract management, procurement, or contract administration within international development, humanitarian, or government contracting environments.
  • Demonstrated experience negotiating contracts with major institutional donors (USG, FCDO, EU, World Bank, UN agencies) or prime contractors.
  • Strong knowledge of applicable cost principles and procurement regulations (FAR, AIDAR, OMB Uniform Guidance, EU Financial Regulation).
  • Experience managing fixed-price, cost-reimbursable, time-and-materials, and indefinite-delivery/indefinite-quantity (IDIQ) contract types.
  • Proven ability to structure teaming arrangements, subcontracts, and consortium agreements.

Required Education

  • University degree in law, business administration, public administration, finance, or related field. Master’s degree or professional certification (e.g., CPCM, CFCM, CCCM) preferred.

Preferred Knowledge and Qualifications

  • Fluency in oral and written English. Proficiency in French or Spanish is an advantage.
  • Experience with contract management software and compliance tracking platforms.
  • Familiarity with World Vision or similar faith-based international NGO operating environments.
  • Understanding of the shift from grants to contracts in major donor funding portfolios and implications for NGO operations.

Travel and Work Environment

  • Willingness to travel up to 25% for contract negotiations, compliance reviews, and donor engagement.
