Financial Analyst III (Accounting Analyst)

About the Role

BizFirst is seeking a Financial Analyst III (Accounting Analyst) to support Commander, Naval Surface Forces, U.S. Pacific Fleet in San Diego.

This position supports the CNSP Comptroller by delivering financial management analysis, audit response coordination, internal control testing, and process improvement initiatives. The role focuses on Financial Improvement and Audit Remediation (FIAR) thru strengthening audit readiness, compliance posture, and financial sustainment across the command.


Required Qualifications

  • Bachelor’s degree in Accounting, Finance, Business or minimum of 5 years of recent financial/audit experience
  • Recent experience supporting FIAR, financial management, and audit activities
  • Experience participating in Business Process Improvement (BPI) initiatives
  • Experience supporting audit response, CAP tracking, and internal control sustainment
  • Secret Clearance (required)

Primary Responsibilities

Financial Management & Audit Support

  • Support audit response activities including Navy Samples, Findings Questions (FQs), and Corrective Action Plan (CAP) tracking and closure
  • Conduct deep-dive analysis of Unliquidated and Undelivered Orders to support financial sustainment
  • Support preparation for command certifications and Command Readiness Assessment Visits (CRAV)

Internal Controls & Compliance

  • Develop and implement Internal Control Review (ICR) testing programs and coordinate with AU Points of Contact
  • Conduct sustainment testing of internal controls and support IRM and comptroller objectives
  • Serve as primary liaison for audit responses, data calls, compliance inspections, and documentation review

Financial Systems & Process Improvement

  • Utilize Jupiter to support Budget Execution Validation (BEV), CERMC, FERMC, and “One FM” metrics
  • Lead discussions with SMEs on Business Process Narratives (BPNs) and Standard Operating Procedures (SOPs)
  • Support development of standardized financial policies and BPI initiatives to improve efficiency and audit readiness

Impact

  • Improve internal control effectiveness and documentation integrity
  • Enhance command readiness and financial transparency in support of operational objectives
