Develop and maintain project cost baselines and forecasts for assigned semiconductor construction projects. Monitor project expenditures against budgets and identify potential cost variances. Analyze cost impacts of project changes, schedule adjustments, and other risks. Recommend and implement cost-saving measures to ensure project profitability. Prepare and present cost reports to project collaborators, including senior management. Review and approve local cost control reports and provide guidance to Local Construction Teams. Maintain a deep understanding of industry standard methodologies in semiconductor construction cost control. Partner with Local Construction Teams to ensure accurate cost data collection and reporting. Provide training and mentorship to local cost control personnel. Facilitate communication and collaboration between Global and Local Construction Teams on cost-related matters. Identify and address any challenges or roadblocks faced by Local Construction Teams regarding cost control. Provide strategic oversight, cost analysis, and standard process guidance for multiple projects simultaneously. Run cost forecasts and baselines at a global level. Ensure accurate cost data collection, prepare local cost reports, and implement cost-saving measures at the project site. Facilitate changes for plant, office, and production equipment layouts, working toward economy of operation, maximum use of facilities and equipment, and compliance with laws and regulations. Coordinate with architecture/engineering firms in developing design criteria and preparing layout and detailed drawings. Prepare bid sheets and contracts for construction and facilities acquisition. Review and estimate design costs including equipment, installation, labor, materials, preparation and other related costs. Inspect construction and installation progress for conformance to established drawings, specifications, and schedules. Develop criteria and performance specifications required to meet unique operating requirements and building and safety codes.
Employer will accept a Bachelor's degree in Engineering, Construction Management, Finance, or related field, and 1 year of work experience in job offered or in a related occupation. OR employer will accept 3 years of work experience in a job offered or in a related occupation. Any suitable combination of education, training, or experience is acceptable. Position requires:
1. SAP;
2. Power BI;
3. Developing and maintaining detailed work-package-level cost models: CSA, MEP, sub-fab systems, and cleanroom build-out scope;
4. Bottom-up estimating, assembly-level costing, and probabilistic forecasting (Monte Carlo) for fab projects;
5. Creating and analyzing EV, CPI, SPI, VOWD, cash-flow curves, and performance dashboards;
6. Integrating cost/schedule data from EPCM or GC and trade contractors to identify deviations, cost exposures, and recovery strategies;
7. Quantity takeoffs and cost validation for complex systems (bulk gases, specialty gases, process exhaust, slurry, or waste drains); and
8. Cost estimating, budgeting, and forecasting methodologies.
