The Enterprise Architect will support the Texas Comptroller of Public Accounts (CPA) on the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This role provides highly advanced, senior-level consultative services and technical leadership across all CAPPS components, including HR/Payroll, Financials, STARR, and ancillary systems. The selected candidate will be responsible for defining and sustaining the enterprise technology vision and strategy, leading the CAPPS Technology Operations section, and coordinating technical activities across internal CPA stakeholders, external CAPPS customers, and contracted vendors. This position also carries responsibility for contract management oversight, accessibility compliance, and participation in procurement activities supporting the CAPPS Program.

Responsibilities

  • Develop and maintain the long-term technology roadmap for CAPPS systems, data, and platforms to support CPA business goals, ensuring architectural guidelines for solution design, integration patterns, security, cloud usage, and technical best practices are followed.
  • Lead the CAPPS Technology Operations section by setting team direction, serving as the primary escalation point for complex technical issues, prioritizing work, driving change and innovation, and delegating effectively to strengthen staff capabilities.
  • Coordinate all CAPPS technical activities between the Technology Operations Team and internal CPA stakeholders, external CAPPS customers, and contracted vendors, including the Managed Services provider and software vendors.
  • Oversee and assist with troubleshooting technical issues related to CAPPS software applications and supporting infrastructure, including testing activities and communication of technical requirements to functional and technical staff.
  • Ensure all digital products and content meet WCAG 2.1 accessibility standards, including regular compliance reviews and implementation of remediation when accessibility issues are identified.
  • Assist with contract management oversight responsibilities, including participation in annual IT control audits, ensuring data security, user permissions, audit trail integrity, and compliance with organizational and regulatory standards.
  • Maintain documentation related to architecture, configuration, integrations, and change management, and prepare regular status and productivity reports for CPA management review.
  • Review and provide approval recommendations for all assigned Technical Deliverables related to CAPPS Architecture, System Development Lifecycle, Disaster Recovery, Security Plans, and related technology plans.
  • Plan and coordinate technical upgrades including PeopleSoft image, PeopleTools, PeopleSoft Fluid, and other software publisher upgrades, while overseeing CAPPS Service Desk operations (BOSSDesk), including design, configuration, testing, and software administration support.
  • Serve as a technical advisor during CPA procurement cycles, supporting research, solicitation document development, technical specification development, and evaluation and negotiation phases for products and services associated with the CAPPS Program.

Requirements

Minimum Qualifications

  • 20 years of extensive Texas public sector experience, directly working for or supporting a Texas state government agency.
  • 20 years of experience performing technical activities in support of CPA application systems.
  • 20 years of experience creating and managing a strategic roadmap, combining strong planning skills, technical insight, and effective cross-functional communication.
  • 10 years of experience serving in a lead role with responsibility for managing outsourced technical teams and overseeing a Managed Services provider.
  • 10 years of experience preparing materials for and conducting executive-level presentations.
  • 10 years of experience performing technical project management activities in support of CPA's CAPPS Program.
  • 10 years of experience interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements.
  • 10 years of extensive knowledge of and experience with data integration, data quality, and SDLC processes and methodologies.
  • 10 years of experience in IT security and control practices.
  • 10 years of technical experience with PeopleSoft FSCM or HCM 9.2, PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle 11 or higher.
  • 10 years of experience with CAPPS Central production and deployment technical support activities for more than 100 agencies and 5 Hub instances.
  • 10 years of experience with IT service desk functions and knowledge of ITIL framework methodologies and processes.
  • 5 years of experience designing, delivering, and sustaining a reporting framework for more than 100 agencies that delivers accurate data, multitenancy, and agency self-sufficiency for producing and sustaining agency-specific reports.

Preferred Qualifications

  • 20 years of experience with software and hardware management industry best practices.
  • 20 years of experience with CPA's legacy Statewide Financial Systems production support activities.
  • 10 years of experience developing technical specifications to support IT procurements.

Additional Requirements

  • The candidate must complete a minimum of 10 hours of professional training annually in a relevant area of expertise, conducted on personal time and at the candidate's expense, with a report submitted to the CPA Contract Manager by July 31st of each contract year.
  • The candidate must be adaptable and able to learn and integrate new systems and platforms as needed, such as CGI Advantage.
  • The candidate's work schedule must be approved in writing by the CPA Supervising Manager.

Work Location and Schedule

Location: Texas Comptroller of Public Accounts, LBJ State Office Building, 111 E. 17th Street, Austin, Texas 78711

Schedule: Monday through Friday, 8:00 AM to 5:00 PM CT, excluding State holidays; after-hours, weekend, and holiday work may be required as requested by CPA.

Work Arrangement: Remote (primary); candidate must be located within the continental United States at all times. CPA may require on-site presence on an ad-hoc basis or, at CPA's discretion, on a permanent basis by written agreement.
