We are looking to add a Director of Proposals to our team. If you enjoy working in a startup environment, and have writing talent and a strong work ethic, we would like to hear from you. 

In this position, you will be responsible for developing and leading the proposal operations function at CesiumAstro.  Reporting to the Chief Revenue Officer, you will work closely with CesiumAstro executives and engineers to develop proposal responses incorporating brand standards, facilitate proposal review processes, create final responses, and track potential opportunities through a variety of procurement sites.

JOB DUTIES AND RESPONSIBILITIES

  • Develop and lead the proposal operations function for a rapidly scaling organization.  This includes identifying scope of the team, tools and infrastructure needed to successfully execute.
  • Lead and manage the overall proposal development process from Pre-Proposal through Post Proposal Phases.
  • Manage responses to RFP’s, RFI’s, RFQ’s, and SOW’s
  • Analyze solicitations, identify all requirements and criteria for evaluation, and prepare and distribute the detailed proposal schedule, outline, and guidelines.
  • Develop and apply proposal management artifacts including but not limited to proposal schedule, outline, compliance matrix, kick-off coordination, and others.
  • Manage schedules for receiving internal proposal deliverables within the proposal milestones and deadlines.
  • Respond rapidly to RFP amendments and implement the required changes to proposals.
  • Lead proposal reviews for overall quality and adherence to internal best practices and federal procurement guidelines and regulations.
  • Ensure win strategy, technical solution, win themes, discriminators, compliance, and clear understanding of the requirements are well-articulated and consistent throughout final proposal documents.
  • Coordinate with internal and external points of contact to procure deliverables to incorporate into proposal responses.
  • Maintain compliance with brand standards on all pursuits.
  • Track proposal status and completes win/loss rate analysis.
  • Define, document, implement, and support continual proposal process improvement.

JOB REQUIREMENTS AND MINIMUM QUALIFICATIONS

  • Bachelor’s degree in a technical or business-related discipline from an accredited college or university.  Master’s degree preferred.
  • Minimum required relevant experience is 11 years with a bachelor’s degree, 9 years with a masters.
  • 5 years of prior leadership experience including responsibility for building and developing a proposal operations team.
  • Proven experience in writing and managing the proposal process, for government, DoD, and commercial proposals in the space or aerospace industry.
  • Excellent written and verbal communication skills and a high bar for accuracy and detail.
  • Experience with organizational effectiveness and operations implementing best practices.
  • Time management skills, with the ability to prioritize and complete important tasks.
  • Sense of urgency, with the ability to work well under pressure.
  • Must be a U.S. Citizen with an active Top Secret security clearance.

PREFERRED EXPERIENCE

    • Experience with the New Space industry and/or the aerospace telecommunications industry.
